SUBJECT: Minutes of October 24, 2005 Full GIS Technical Committee meeting
The 2005 North Dakota GIS Users Conference began with a Full GIS Technical Committee (GISTC) meeting on October 24 with approximately 25 people from various levels of government, higher education, and private enterprise in attendance. The purpose of this meeting was to provide an opportunity for the Executive GISTC to share the accomplishments, current work, and goals with the larger Full GISTC. The meeting also provided an opportunity for the Full GISTC to give guidance and provide suggestions to the Executive GISTC.

The meeting started at 1:00 PM beginning with the Executive Committee Report submitted by Bob Nutsch:
- Introductions of those in attendance
- GISTC background
- Accomplishments, Current Work, and Goals
- GIS Hub Data Update
After a short break, the Full GISTC then had some discussion:
- State-wide data priorities
- Bob C. suggested asking urban areas in the state who have high resolution aerial photography to share that with others by placing it onto the Hub. He also said that the 1m NAIP data is very useful for rural areas in the state.
- Ron W. suggested inventorying all local high resolution photography. This inventory could be used as a guide to obtaining that data for the Hub and/or using metadata to point people to the proper location.
- Scott K. indicated that the current contract at UND does not allow dissemination of the weather data that they utilize.
- Doug B. indicated that Richland County may be involved with adding stream level gauges along the Wild Rice River.
- It appeared that there was a general consensus of the Executive GISTC data priorities being road centerlines, elevation data, and a continuation of obtaining NAIP data.
- Partnership Opportunities
- There was limited discussion on this.
- Bob N. asked that if anyone is interested in the Hub’s Metadata Explorer hosting their metadata to please contact him. An example of this is Cass County who has provided metadata to the Hub. Someone searching on the Hub for data and viewing the Cass County data will be directed to the Cass County servers for the data.
- Future Users Conferences and Workshops
- Ron W. suggested that the Full GISTC meeting should continue to be combined with the Users Conference.
- Doug B. indicated that it has worked well for him in the past to have workshops broken into specific sections, e.g., assessors-related.
- Scott K. indicated that the RGIS fall meeting which occurred just before this Full GISTC meeting could potentially be linked to the ND GIS Users Conference in some fashion. He suggested that he and Bob N. could coordinate future meetings.
- Ron W. suggested that in the future North Dakota should invite South Dakota to attend the Users Conference. There are apparently two main GIS conferences in South Dakota – one for teachers at the School of Mines in Rapid City and another for DOT and surveyors in the eastern part of the state, e.g., Aberdeen.
- There appeared to be some interest in having future workshops, perhaps even standalone workshops that are done outside of a Users Conference. Another NHD workshop similar to the one that was held last year in conjunction with the GIS Day 2004 conference appears to be desired.
Wes Peck of the University of North Dakota Energy & Environmental Research Center provided an informative presentation on the Red River LIDAR project.
The meeting ended at approximately 4:00 PM.
