SUBJECT: Minutes of October 23, 2006 Full GIS Technical Committee meeting
Held in conjunction with the 2006 North Dakota GIS Users Conference, the Full GIS Technical Committee (GISTC) meeting was held on Monday, October 23 with approximately 47 people from various levels of government, higher education, and private enterprise in attendance. The purpose of this meeting was to provide an opportunity for the Executive GISTC to share the accomplishments, current work, and goals with the larger Full GISTC. The meeting also provided an opportunity for the Full GISTC to give guidance and provide suggestions to the Executive GISTC.

The meeting started at 2:35 PM beginning with the Executive Committee Report submitted by Bob Nutsch:
- Introductions of those in attendance
- GISTC background
- Accomplishments, Current Work, and Goals
- Ann F. from the Department of Health provided an update on the Hydrologic Unit Boundary definition. PowerPoint Presentation (2.6Mb ppt)
- Rod B. from the State Water Commission provided an update on the aquifer update program. PowerPoint Presentation (487kb ppt)
Discussion Points:
- News from NSGIC
- Bob reported on some things that he saw and heard at the October 1-5 National States Geographic Information Council (NSGIC)
- These include Imagery for the Nation, Technigraphics data collection, Fusion Centers, and the Ramona data inventory tool
- State-wide data priorities
- Paul H. suggested utilizing a CJIS (Criminal Justice Information Sharing) approach to assist in data collection across the state
- Someone asked about the status of the GCDB (Geographic Coordinate Database) in North Dakota. Bob replied that the work is on-going but didn't know the exact status. He will follow up. (please note that additional information can be found at /gis/resources/gisnd/gcd/index.asp)
- Valerie H. mentioned that it might be handy to have a spatial layer containing emergency management point of contacts.
- In reference to Bob mentioning TechniGraphics (TGS) collecting homeland security data, Ron W. said that Minnesota is working with TGS to collect this critical infrastructure data and that North Dakota would benefit from doing the same thing. We don't want to miss out.
- Future Users Conferences
- Donald B. suggested visiting with local chamber of commerce to identify if they could be of assistance
- It was suggested by someone that perhaps future conferences could be done in conjunction with the Minnesota GIS/LIS Consortium conference assuming that conference was held in the Fargo-Moorehead area
- Someone suggested that a future location could be Jamestown
- The consensus from the attendees indicated that the ND GIS Users Conference should remain as an annual conference. This would help maintain continuity and keeping up with the technology as Bob C. suggested.
- It appeared that the majority of the people thought that Bismarck being centrally located makes it a logical location.
- Scott K. suggested that perhaps the conference could alternate every year between Bismarck and Grand Forks.
- Based on a hand count, it appears that charging for the conference registration would possibly work OK if the fee was kept to $50 or less.
- Other suggestions for assisting with the conference included getting county extension and higher education extension offices involved.
- General discussion
- A question was raised if being part of Ramona would generate spam for those whose contacts are listed. Bob replied that as shown in the slide there are things in place to help prevent this from happening.
The meeting ended at 4:15 PM.
