SUBJECT: Minutes of November 2, 2009 Full GIS Technical Committee meeting
Held in conjunction with the ND GIS Users Conference 2009, the Full GIS Technical Committee (GISTC) meeting was held on Monday, November 2nd with approximately 35 people from various levels of government, higher education, and private enterprise in attendance. The purpose of this meeting was to provide an opportunity for the Executive GISTC to share the accomplishments, current work, and goals with the larger Full GISTC. The meeting also provided an opportunity for the Full GISTC to give guidance and provide suggestions to the Executive GISTC.

Discussion Points:
- Statewide parcels
- Development standards for counties just starting out. There are existing standards
- Some counties do charge to cover printing and other duplication costs. Having an automatic distribution tool would save time and money.
- Several counties are wondering how to charge
- Many counties already have parcels that they paid for, what about counties that haven’t developed parcels, who pays for that
- It was mentioned that there was a lawsuit in which a California county, forcing that county to provide parcels for only the cost of duplication. More information can be found at http://www.gpsworld.com/gis/news/santa-clara-county-releases-its-geodata-after-losing-lawsuit-8917
- It may be a good idea to discuss parcels at a future ND Assessors meeting; the next ones are in February and in August.
- A question was raised if there is interest in statewide LiDAR
- Some datasets are a problem along the border, e.g., between ND and MN. This issue may be at least partially addressed depending on which website is used to download the data from, e.g., USGS
- NAIP 2009 format:
- The MrSID data will be 3-band for now
- GeoTiffs will be 4-band
