Monday & Tuesday, June 16 & June 17, 2014

The Education Standards and Practices Board (ESPB) meeting was called to order at 1:02 pm by board chair, Mike Heilman. Board members who attended were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Rod Jonas, Loni Miller and Tim Tausend. Others who attended the meeting were Lauri Stenehjem, Diane Weber and Janet Welk from ESPB, Matt Strinden from DPI and Sandra Voller from the AG’s Office.

Amy Mann and Laura Mihalick did not attend the meeting.

Monday, June 16, 2014
A motion was made by Karen Christensen to add to the agenda military instructors to become licensed teachers per the request of Neil Nordquist. Second by Mary Eldredge-Sandbo. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldridge-Sandbo, Mike Heilman, Rod Jonas, Loni Miller and Tim Tausend.

Guest speaker, Kelly Henson, director of the Georgia Teacher Licensure office presented information on code of ethics, 4-tiered licensure which consisted of preservice (student teachers), induction, professional, advanced/lead professional and adjunct teaching path to licensure. Georgia is an independent board and consists of 18 members. The staff consists of 50 state positions and 30 federal positions. The Board serves 300,000 clients and 180 school districts. The agency issues licenses to all school personnel except cooks and custodians. Seventy percent of teachers in Georgia hold advanced degrees.

Tuesday, June 17, 2014
Rod Jonas made the motion to approve the May, 2014 minutes. Second by Kimberly Belgarde. Motion carried. Board members who voted in agreement were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Loni Miller and Tim Tausend.

Kimberly Belgarde then made the motion to approve the April and May, 2014 financial reports. Second by Mike Bitz. Motion carried. Board members who voted in agreement were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Loni Miller and Tim Tausend. The April financial report showed $42,257.55 income received, $63,285.49 in expenses with a minus of $21,027.94. The May financial report showed $62,204.08 income received $55,601.12 in expenses with a net income of $6,602.96.

Again, Kimberly Belgarde made the motion to approve the April and May, 2014 licensure reports. Second by Tim Tausend. Board members who voted in favor were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Loni Miller and Tim Tausend. The April licensure report showed 607 licenses issued. The May licensure report show 786 licenses issued.

CASES
ALLAN, SCOTT
Promoting obscenity to minors and disorderly conduct charges have been brought against Mr. Allan. NDCC 28-32. A motion was made by Tim Tausend to have Mr. Allen surrender his license. Second by Karen Christensen. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Loni Miller and Tim Tausend. Mr. Allan was formerly employed with Mandan Public Schools as a social studies instructor. He has resigned from the school.

AJOGRI, JOSEPH
Mr. Ajogri’s license was before the Board because of potential violation for teaching without a license. NDCC 15.1-13-17 &15.1-13-25(1)(j) Rod Jonas made the motion to proceed with formal disciplinary action and offer a settlement agreement of a $100 fine. Second by Mary Eldredge-Sandbo. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Loni Miller and Tim Tausend. Mr.Ajogri is employed with Williston Public Schools as an elementary instructor.

ALJETS, CHELSEA
A motion was made by Kimberly Belgarde to grant an initial, two-year license. Second by Tim Tausend. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Loni Miller and Tim Tausend. Ms. Aljet’s license was before the Board due to her background check.

BROWN OTTER, KELSEY
Ms. Brown Otter was employed with Selfridge Public School while not hold a current license. She had applied for an endorsement in Native American language education but did not complete the process. A motion was made by Rod Jonas to obtain a response from Selfridge Public Schools when Ms. Brown Otter was in the classroom, was a licensed teacher with her, etc. Second by Karen Christensen. Motion carried. Board members who agreed were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Loni Miller and TimTausend.

KING, ROBIN
A motion was made by Kimberly Belgarde to dismiss. Second by Mike Bitz. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Loni Miller and Tim Tausend. Ms. King’s license was before the Board because of potential violation for teaching without a license. She is employed with Eight Mile School in Trenton.

KREFTING, JANICE
A motion was made by Mike Bitz to dismiss. Second by Karen Christensen. Motion carried. Board members who voted in favor were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Loni Miller and Tim Tausend. Ms. Krefting’s license was before the Board because of potential violation for teaching without a license. She is employed at Dakota Memorial School an English instructor.

LAMPI, CAROLYN
Ms. Lampi’s request for an initial, five-year OSEL license was before the Board because presently her Alaska license is suspended for one year. A motion was made by Rod Jonas to deny a license until the Alaska suspension has been completed. Second by Tim Tausend. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Loni Miller and Tim Tausend. Ms. Lampi’s Alaska license was suspended due to breach of contract.

NIEUWENHUIS, LORA
Ms. Nieuwenhuis’s license was before the Board because of potential violation for teaching without a license. NDCC 15.1-13-17 & 15.1-13-25(1)(h) Mike Bitz made the motion to proceed with formal disciplinary action and offer a settlement agreement of a $100 fine. Second by Mary Eldredge-Sandbo. Motion carried. Board members who voted in favor were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Loni Miller and Tim Tausend. Ms. Nieuwenhuis is employed with White Shield Public Schools as an elementary teacher.

OASE, DENISE
A motion was made by Mary Eldredge-Sandbo to dismiss. Second by Karen Eldredge-Sandbo. Motion carried. Board members who voted in agreement were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Loni Miller and Tim Tausend.Ms. Oase’s license was before the Board due to a possible fine. Ms. Oase is employed with Scranton Public Schools as a counselor.

PAYER, DELIMA
Ms. Payer’s license was before the Board because of potential violation for teaching without a license. NDCC 15.1-13-17 & 15.1-13-25(1)(h) Tim Tausend made the motion to proceed with formal disciplinary action and offer a settlement agreement of a $100 fine. Second by Kimberly Belgarde. Motion carried. Board members who voted in favor were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Loni Miller and Tim Tausend. Ms. Payer is employed at Ojibwa Indian School in Belcourt as an elementary teacher.

SALQUIST, LECIA
A motion was made by Karen Christensen to dismiss. Second by Mike Bitz. Motion carried. Board members who voted in favor were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Loni Miller and Tim Tausend. Ms. Salquist’s license was before the Board due to a possible fine. She is employed at L.E. Berger School in West Fargo as an elementary teacher.

STEWART, PAMELA
A motion was made by Kimberly Belgarde to issue a 30 year life license. Second by Mike Bitz. Motion carried. Board members who voted yes Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Loni Miller and Tim Tausend. Ms. Stewart was not aware of the 30 year life license when she applied in 2012. She is employed with Bismarck Public Schools as an elementary teacher.

WOLF, SISTER RICHARDE’ MARIE
At the present time, Sister Marie Richarde’ does not hold a teaching license, but was employed as a contracted teacher. A motion was made by Mike Bitz to contact the Mission School in Fort Yates for an explanation if Sister Marie is still teaching, etc. Second by Kimberly Belgarde. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Loni Miller and Tim Tausend.

Attorney, Sandra Voller, provided court date updates on the following cases Susan Duursma, Justin Kiefer, Thomas Sander. The administrative case involving D’wayne Johnston, will be contacted for his response.

The Board had an opportunity to view the letter which was sent to 19,000 educators stating the fine being changed to a late fee when an expired license is renewed, moving from one content area to another by taking ESPB’s approved ETS content test and meeting the cut score.

The Board reviewed the Teacher Support Budget. A motion was made by Mike Bitz to request a 5% increase of $1,150,145 for 2015-17 Teacher Support Budget, hire Arliss Fleming and offer health benefits to Carol Sloan. Second by Karen Christensen. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Loni Miller and Tim Tausend. Teacher Support dollars are placed into the DPI budget and then ESPB-Teacher Support requests draws to be placed into the teacher support account. The original teacher support budget has increased because of the number of teachers being served in North Dakota.

The Board reviewed the 2014-15 ESPB budget. A motion was made by Rod Jonas to accept the budget with a proposed income of $687,000.00 and proposed expenses of $815,944.51. Karen Christensen seconded by the motion. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Loni Miller and Tim Tausend.

Addressing teacher shortages in identified areas and the retention of teachers within North Dakota are very challenging issues facing education. The Teacher Shortage Loan Forgiveness Program addresses these issues. The Teacher Shortage Loan Forgiveness Program reduces student loan indebtedness for approved applications by $1,000 per year for a maximum of three years. Eligible applicants must have held a full-time teaching position in a primary or secondary school in North Dakota in content areas defined as having a teacher shortage area. A motion was made by Kimberly Belgarde declaring critical shortage areas for 2014-15 school year, are all content areas with the exception of elementary education and physical education. Second by Loni Miller. Motion carried. Mike Bitz, Karen Christensen, Mary Eldridge-Sandbo, Mike Heilman, Rod Jonas, Loni Miller and Tim Tausend.

ETS is willing to work with North Dakota to do test reviews for driver’s education 0867, health education 0550, library science 0310, marketing education 0560, psychology 0390, reading specialist 0300, sociology 0950, speech 0220 and special education: visual impairment 0280. At the present time, these tests are available but no cut scores have been set for North Dakota because there are not enough educators in North Dakota willing to take the test. A motion was made by Karen Christensen to have ETS work with us to develop the appropriate cut scores and have ETS select the participants. Second by Kimberly Belgarde. Motion carried. Board members who voted in agreement were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Loni Miller and Tim Tausend. This service is being provided by ETS at no cost to ESPB.

Rod Jonas summarized PAAC’s recommendations from the May 28, 2014 meeting. NDCATE Board of Examiners team did accept all standards as being met for United Tribes Technical College for elementary education. Mike Bitz made the motion to approve the recommendation. Second by Loni Miller. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Loni Miller and Tim Tausend. Karen Christensen made the motion to deny the application for a Bachelor of Science Degree with a major in special education degree from Mayville State University. Second by Tim Tausend. Motion carried. Board members who voted in agreement were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Loni Miller and Tim Tausend. Mike Bitz then made the motion to conditionally accept the ELL endorsement-North Dakota State University requiring a separate foundation course and 60 hours of field experiences instead of 30. Second by Karen Christensen. Motion carried. Board members who voted in favor were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Loni Miller and Tim Tausend.

Karen Christensen then made the motion to accept PAAC’s recommendation for University of Mary—NCATE/ESPB program evaluation of standards approval of being met. Second by Mary Eldredge-Sandbo. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Loni Miller and Tim Tausend. Karen Christensen again made the motion to approve the following graduate programs for University of Mary state team report for 50081 Advanced Program for Teachers: Curriculum/Instruction, 50045 Advanced Program for Teachers Educational Leadership, 19015 Advanced SPED Education, 19000 Initial SPED Education, 03020 Business Education, 13010 Biology Education, 50037 Early Childhood Education, 50015 Elementary Education, 05020 English Education, 50020 School Counseling, 18015 Health Education, 15020 History Education, 11010 Math Education, 12005/12010/12015 Music Education, 08025 Physical Education, 15035 Social Studies Education, 05007 Reading Education. Second by Loni Miller. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Loni Miller and Tim Tausend. Once again, Karen Christensen made the motion to accept PAAC’s recommendation of approval for the InTASC Unit Report for the University of Mary standards 1, 2, 3, 4, 5, 6, 7, 8, 9, 10 & 11. Second by Kimberly Belgarde. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Loni Miller and Tim Tausend. Karen Christensen made the motion to move the program approval review for the University of Mary for the 7 year process. The next review for the University of Mary will be November 9, 2020. Second by Loni Miller. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Loni Miller and Tim Tausend.

Board member elections were held. Tim Tausend was elected the board chair and Mary Eldredge-Sandbo as vice-chair for 2014-15. June meeting was the last meeting for Mike Bitz, Mike Heilman and Rod Jones. Their knowledge and time spent on the Board will be missed.

New board meeting dates are: August 7, September 4, October 2, November 6, December 4, January 8, February 5, March 5, April 2, May 7 and June 15-16.

The meeting was adjourned at 11:23 am.
