The Education Standards and Practices Board (ESPB) meeting was called to order at 8:03 a.m.by board chair, Mike Heilman. Board members who attended were Kimberly Belgarde, Mike Bitz, Mary Eldredge-Sandbo, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend. Others who attended the meeting were Lacey Hinsz, Lauri Stenehjem, Diane Weber and Janet Welk from ESPB, Matt Strinden from DPI, Steve Zimmerman and Vicki Neuhardt from CTE and Sandra Voller from the AG’s Office.

Karen Christensen did not attend the meeting.

A motion was made by Amy Mann to add Joseph Motisi and Anne Maylath to the agenda as board cases. Second by Kimberly Belgarde. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Mary Eldridge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend.

Rod Jonas made the motion to approve the April, 2014 minutes. Second by Amy Mann. Motion carried. Board members who voted in agreement were Kimberly Belgarde, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend.

Due to the early board meeting date, no May financial or license reports were available.

DPI has asked for a budget amount for the 2015-2017 Teacher Support Program. Laurie Stenehjem provided a chart summary of the Teacher Support monies already spent and anticipated expenses to finish 2015 fiscal year. The Board instructed Laurie to ask for a 5% increase. $1,150,000.00 was appropriated in 2013. Funds for the Teacher Support Program are placed thru DPI.

Steve Zimmerman and Vicki Neuhardt from Career and Technical Education lead discussion on how CTE supervisors are responding to CTE areas that are using the Praxis endorsements to teach new content areas. CTE would provisionally fund the program of the Praxis teacher. In that time, the teacher would be required to take a course in philosophy of career/technical education course, a managing CTSO course, and work with a content mentor following a checklist to topics, including safety which is a key element in lab classes.

Lacey Hinsz, ESPB Accounting/Data Specialist, provided an IZENDA software demonstration on various reports that can be generated. In past years, any reports which were needed were requested thru DPI. Lacey is developing a report to notify teachers whose licenses will be expiring in six months.

The Board had an opportunity to view the core academic pilot test scores for PRAXIS I reading, writing and math. Rod Jones made the motion to accept the recommended cut scores: reading with a cut score of 156 and math with a cut score of 150. And Rod then suggested the writing cut score of 160 with the composite score of 466. Second by Mary Eldredge-Sandbo. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Mary Eldridge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend. The new scores will become effective August 1, 2014. The recommended cut score for writing of 162 and the composite score of 468 were changed via Rod’s suggestion.

CASES
AANDERUD, BARBARA
Ms. Aanderud’s license was before the Board because of potential violation for teaching without a license. NDCC 15.1-13-17 & 15.1-13-25(1)(j) Mike Bitz made the motion to proceed with formal disciplinary action and offer a settlement agreement of a $100 fine. Second by Rod Jonas. Motion Carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend.
Ms. Aanderud works at Beulah Public School as an 8th grade teacher.

BIRNEY, KATE
A motion was made by Tim Tausend to dismiss. Second by Mike Bitz. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend. Ms. Birney works at Nativity Elementary School in Fargo as an elementary teacher. Her license was before the Board because of potential violation for teaching without a license.

BROOKING, JASON
Mr. Brooking’s license was before the Board because of potential violation for teaching without a license. NDCC 15.1-13-17 & 15.1-13-25(1)(j) A motion was made by Tim Tausend to proceed with formal disciplinary action and offer a settlement agreement of a $100 fine. Second by Kimberly Belgarde. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend. Mary Eldredge-Sandbo did not vote. Mr. Brooking employed at Des Lacs-Burlington High School as physical education instructor.

CASPERS, ALLISON
Ms. Caspers’ license was before the Board because of potential violation for teaching without a license. NDCC 15.1-13-17 & 15.1-13-25(1)(j) A motion was made by Rod Jonas to proceed with formal disciplinary action and offer a settlement agreement of a $100 fine. Second by Laura Mihalick. Motion carried. Board members who voted in favor were Kimberly Belgarde, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Time Tausend. Ms. Caspers is employed with Oak Grove Lutheran Elementary School in Fargo.

EKSTROM, SUSAN
Ms. Ekstrom’s license was before the Board because of potential violation for teaching without a license. NDCC 15.1-13-17 & 15.1-13-25(1)(j) A motion was made by Rod Jonas to proceed with formal disciplinary action and offer a settlement agreement of a $100 fine. Second by Kim Belgarde. Motion carried. Board members who voted in agreement were Kimberly Belgarde, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend. Ms. Ekstrom is employed with Bob Callies Elementary School in Garrison as elementary education teacher.

JANGULA, BRANDI
A motion was made by Mike Bitz to grant an initial, two-year OSEL. Second by Tim Tausend. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend.
Ms. Jangula’s online application was before the Board due to her background check.

MAYLATH, ANNE
Ms. Maylath’s license was before the Board because of potential violation for teaching without a license. NDCC 15.1-13-17 & 15-1-13-25(1)(j) A motion was made by Tim Tausend to proceed with formal disciplinary action and offer a settlement agreement of a $100 fine. Second by Rod Jonas. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend. Ms. Maylath is employed at Children’s Montessori School in Fargo.

MOTISI, JOSEPH
Rod Jonas made the motion to grant an initial, five-year OSEL. Second by Mike Bitz. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend. Mr. Motisi’s online application was before the Board due to his background check.

NEAMEYER, LISA
Again, Rod Jonas made the motion to grant an interim, one-year sub license. Second by Mary Eldredge-Sandbo. Motion carried. Board members who voted in agreement were Kimberly Belgarde, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend. Ms. Neameyer’s online application was before the Board due to her background check.

PEDERSON, BRENDA
Ms. Pederson’s license was before the Board because of potential violation for teaching without a license. NDCC 15.1-13-17 & 15.1-13-15 (1)(j) Laura Mihalick made the motion to proceed with formal disciplinary action and offer a settlement agreement of a $100 fine. Second by Mike Bitz. Motion carried. Board members who voted in agreement were Kimberly Belgarde, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend. Ms. Pederson is employed with Turtle Mountain Community School as an elementary and physical education instructor.

TERRELL, ERIC
Mike Bitz made the motion to grant an initial, five-year OSEL. Second by Rod Jonas. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend. Mr. Terrell’s license was before the Board due to his background check.

VOIGT, SARAH
Ms. Voigt’s license was before the Board because of potential violation for teaching without a license. NDCC 15.1-13-17 & 15.1-13-15(1)(j) Kimberly Belgarde made the motion to proceed with formal disciplinary action and offer a settlement agreement of a $100 fine. Second by Mary Eldredge-Sandbo. Motion carried. Board members who voted in agreement were Kimberly Belgarde, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend. Ms. Voigt is employed St. Mary’s Elementary School in Bismarck.

WEBER, VICKI
A motion was made by Mike Bitz to dismiss. Second by Rod Jonas. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend. Ms. Weber is employed with Sargent Central School in Forman as a librarian. Her license was before the Board because of potential violation for teaching without a license.

The meeting was adjourned at 11:30 am.
