The Education Standards and Practices Board (ESPB) meeting was called to order at 8:00 am by board chair, Mike Heilman. Board members who attended were Kimberly Belgarde, Mike Bitz, Karen Christensen, Rod Jonas, Amy Mann, Loni Miller and Tim Tausend. Others who attended the meeting were Diane Weber and Janet Welk from ESPB, Matt Strinden from DPI and Sandra Voller from the AG’s Office.

Board members Mary Eldredge-Sandbo and Laura Mihalick did not attend the meeting.

No board cases were added to the current agenda.

CASES
BONITTO, MICHELLE
Ms. Bonitto’s license was before the Board because of potential violation for teaching without a license. NDCC 15.1-13-17 and 15.1-13.25 (1) (j) Rod Jonas made the motion to proceed with formal disciplinary action and offer a settlement agreement of a $100 fine. Second by Karen Christensen. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mike Heilman, Rod Jonas, Loni Miller and Tim Tausend. Amy Mann voted no. Ms. Bonitto works for Upper Valley Special Education Unit in Grafton.

BOTHUN, SARA
Ms. Bothun’s license was before the Board because of potential violation for teaching without a license. NDCC 15.1-13-17 and 15.1-13-25(1)(j Karen Christensen made the motion to proceed with formal disciplinary action and offer a settlement agreement of a $100 fine. Second by Kimberly Belgarde. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mike Heilman, Rod Jonas, Loni Miller and Tim Tausend. Amy Mann did not vote. Ms. Bothun teaches with the Light of Christ Catholic Schools Academy in Bismarck.

CRAWFORD, KEVIN
Mr. Crawford’s license was before the Board because of potential violation for teaching without a license. NDCC 15.1-13-17 and 15.1-13-25(1)(j) Mike Bitz made the motion to proceed with formal disciplinary action and offer a settlement agreement of a $100 fine. Second by TimTausend. Motion carried. Board members who voted in favor were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mike Heilman, Rod Jonas, Loni Miller and Tim Tausend. Mr. Crawford is employed with Trinity Christian School in Williston.

FRANKS-ERICKSON, CHARLOTTE
Ms. Franks-Erickson’s license was before the Board because of potential violation for teaching without. NDCC 15.1-13-17 and 15.1-13-25(1)(j) Rod Jonas made the motion to proceed with formal disciplinary action and offer a settlement agreement of a $100 fine. Second by Mike Bitz. Motion carried. Board members who voted in agreement were Mike Bitz, Karen Christensen, Mike Heilman, Rod Jonas, Amy Mann, Loni Miller and Tim Tausend. Kimberly Belgarde voted no. Ms. Franks-Erickson is employed with Warwick Public Schools as an elementary teacher.

JUNGEMANN, REBECCA
Ms. Junglemann’s license was before the Board because of potential violation for teaching without a license. NDCC 15.1-13-17 and 15.1-13-25(1)(j) Mike Bitz made the motion to dismiss. Second by Amy Mann. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mike Heilman, Rod Jonas, Amy Mann, Loni Miller and Tim Tausend. Ms. Jungemann teaches biology at Tioga High School.

KENNEDY, DAMAIN
Mr. Kennedy’s license was before the Board because of potential violation for teaching without a license. NDCC 15.1-13-17 and 15.1-13-25(1)(j) A motion was made by Rod Jonas to proceed with formal disciplinary action and offer a settlement agreement of $100 fine. Second by Kimberly Belgarde. Motion carried. Board members who voted in agreement were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mike Heilman, Rod Jonas, Amy Mann, Loni Miller and Tim Tausend. Mr. Kennedy is employed with Steele-Dawson Public Schools as an elementary teacher.

LEE, DELYTE
Ms. Lee’s license was before the Board because of potential violation for teaching without a license. NDCC 15.1-13-17 and 15.1-13-25(1)(j) A motion was made by Tim Tausend to proceed with formal disciplinary action and offer a settlement agreement of $100 fine. Second by Mike Bitz. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mike Heilman, Rod Jonas, Loni Miller and Tim Tausend. Amy Mann voted no. Ms.
Lee is teaching at McVay Elementary School in Williston.

SMITH, ANNA
Ms. Smith’s license was before the Board because of potential violation for teaching without a license. NDCC 15.1-13-17 and 15.1-13-25(1)(j. Mike Bitz made the motion to proceed with disciplinary action and offer a settlement agreement of a $100 fine. Second by Kimberly Belgarde. Motion carried. Board members who voted in favor were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mike Heilman, Rod Jonas, Amy Mann, Loni Miller and Tim Tausend. Ms. Smith is employed with Tappen Public Schools as a music instructor.

Karen Christensen made the motion to approve the March, 2014 minutes. Second by TimTausend. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mike Heilman, Rod Jonas, Amy Mann, Loni Miller and Tim Tausend.

The 2014 March financial statement showed $46,874.74 in total income, $60,647.19 in total expenses with a minus net income of $13,772.45. Tim Tausend made a motion approving the March 2014 financial report. Second by Kimberly Belgarde. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mike Heilman, Rod Jonas, Amy Mann, Loni Miller and Tim Tausend. Tim Tausend again made a motion to approve the March, 2014 licensure report. Second by Kimberly Belgarde. Motion carried. Board members who voted in favor were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mike Heilman, Rod Jonas, Amy Mann, Loni Miller and Tim Tausend. The March, 2014 licensure report showed 618 total licenses issued.

Board discussion was done on license awareness/clarification/alert notifications regarding expiration dates of teaching licenses, expiration dates of plans on file and expiration dates of endorsements. Expirations dates will be a topic of discuss at the June retreat.

Janet Welk informed the group the administrative rules regarding endorsements, fine to late fee and changing levels of preparation were submitted to the Attorney General’s Office on March 20, 2014.

ETS multistate validation reports were received for school psychologist and speech language pathology. Rod Jonas made the motion to accept recommended cut score of 147 for Praxis school psychologist (5402). Second by Kim Belgarde. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mike Heilman, Rod Jonas, Amy Mann, Lori Miller andTimTausend. Rod Jonas again made the motion to accept cut score 162 for Praxis speech-language pathology (5331). Second by Karen Belgarde. Motion carried. Board members who voted in agreement were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mike Heilman, Rod Jonas, Amy Mann, Lori Millerl and Tim Tausend.

Dr. Alan Peterson, Director of ND Center for Distance Learning, provided recent changes to the distance learning online services. Students have the following advantages:

  5. Credit recovery for required courses
  6. Direct access to teachers and tutors

  9. Printed courses are also available.

Faye Kopp provided retirement trends and projections for North Dakota Teachers’ Fund for Retirement.

The meeting was adjourned at 11:45 am.
