The Education Standards and Practices Board (ESPB) meeting was called to order by board chair, Mike Heilman. Board members who attended were Kimberly Belgarde, Mike Bitz, Karen Christensen, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend. Others who attended the meeting were Mari Fridgen, Laurie Stenehjem, Diane Weber and Janet Welk from ESPB, Matt Strinden from DPI and Sandra Voller from the AG’s Office.

Mary Eldredge-Sandbo did not attend the meeting.

Beth Ekre and Keith Traquair were added to the agenda as board cases.

Karen Christensen made the motion to approve the January, 2014 minutes. Second by Loni Miller. Motion carried. Board members who voted in agreement were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend.

A motion made by Rod Jonas approving the January, 2014 financial report. Second by Tim Tausend. Motion carried. Board members who voted in agreement were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend. The January financial statement showed $61,817.06 in total income received, $57,431.50 total expenses, with a net income of $4,385.56.

A motion was then again made by Rod Jonas approving the January, 2014 licensure report. Second by Laura Mihalick. Motion carried. Board members who voted in agreement were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend. The licensure report showed 835 total licenses issued.

CASES
EKRE, BETH
Much discussion was done by the Board. Rod Jonas made the motion to have the office contact the administrator and teacher as why no current plan of study was on file allowing the Ms. Ekre to be teaching geography. Ms. Ekre has been the teacher of record teaching geography for the past two years; therefore teaching out-of-field. Second by Kimberly Belgrade. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend.

GIRODAT, CAROL
A motion was made by Rod Jonas to proceed with formal disciplinary action and offer a settlement agreement of a $100 fine. Second by Karen Christensen. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend. Ms. Girodat’s license was before the Board because she was engaged in teaching while not hold a current license. She is employed at St. Alphonsus School in Langdon North Dakota. NDCC 15.1-13-25(1)(h) & 15.1-13-17(1)

GOSCHEN, KAYLA
Karen Christensen made the motion to grant a two-year, out-of-state reciprocal license. Second by TimTausend. Motion carried. Board members who voted in agreement were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend. Ms. Gosochen’s license was before the Board because she had checked yes to question #3, of the online application.

HOLMSTROM, DANIELLE
Mike Bitz made the motion to grant an initial, two-year license. Second by Rod Jonas. Motion carried. Board members who voted in favor were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend. Ms. Holstrom’s license was before the Board due to her background check.

LEIER, BARBARA
A motion was made by Tim Tausend to grant an interim, one-year sub license. Second by Karen Christensen. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend. Ms. Leier’s application was before the Board due to her background check.

STUMVOLL, STEPHANIE
A motion was again made by Tim Tausend to grant an initial, two year license. Second by Laura Mihalick. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend. Ms. Stumvoll’s license was before the Board because she had checked yes to question #3, section of the application form.

TRAQUAIR, KEITH
Rod Jonas made the motion to grant a five-year renewal. Second by Loni Miller. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Rod Jonas, Loni Miller and Tim Tausend. Board members who voted no were Mike Heilman, Amy Mann and Laura Mihalick. Mr. Traquair’s license renewal was before the Board because he had checked yes to question #3, sections two of the renewal form. He is employed with Dickinson High School a music teacher.

Board discussion was held regarding DPI high school social studies course codes for Tribal History 06815, Tribal Government 06816, Tribal Studies 06817, Tribal Culture 06818 and ND Boys & Girls Leadership Academy 15600. A motion was made by Tim Tausend approving the social studies courses that can be taught by social studies instructors or native language instructors. DPI can offer the additional courses as electives to students for dual credit. Second by Rod Jonas. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mike Heilman, Rod Jones, Amy Mann, Laura Mihalick, Loni Miller and TimTausend.

Steve Barkley with PL 3rd Learning will be contacted to part of one of our upcoming Board meetings. For the past 30 years, he has serves as a consultant to school districts, teacher organizations, state departments of education and college and universities in facilitating changes necessary to reach students and successfully prepare students for the 21st century.

The public hearing was on January 24 regarding the new administrative rules. Janet Welk asked for board suggestions on teacher awareness for late fees. The fines will be changed to a late fee, effective July 1, 2014. Notices will be sent thru the administrative list serve, a slip sheet placed in each new license issued, statement placed on our ND Teach website, Teacher United, etc.

The new ETS testing site is: Prometric Center, 2610 Old Red Trail, Mandan, ND 58554 701-223-0010.

Much discussion was done on the testing option regarding content area resident teacher program draft. What are the resident teacher requirements and expectations, when a teacher has completed a regular education program, has successfully completed the content test and is going to change from one level of prep to another? What is ESPB’s role in the transition? How does ESPB provide support? Should the content area resident teacher program be a condition of licensure? How can the process be simplified? What should the evidence of completion form look like?

For a resident teacher to be licensed, motion was made by Rod Jonas to change the administrative rules. The criteria would be the teacher must successfully have passed the PLT and content test, allowing the teacher to move from one level of prep to another plus have held a license for two years. Second by Kim Belgarde. Motion carried. Board members who voted yes were Kim Belgarde, Mike Bitz, Karen Christensen, Rod Jones, Loni Miller and Tim Tausend. Board members who voted no were Mike Heilman, Amy Mann and Laura Mihalick. Janet Welk will bring forward this language change.

The meeting was adjourned at 11:30 am.
