The Education Standards and Practices Board (ESPB) meeting was called to order by board chair, Mike Heilman. Board members who attended were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend. Others who attended the meeting were Laurie Stenehjem, Diane Weber and Janet Welk from ESPB, Sandra Voller from the AG’s Office, Matt Strinden from DPI and LeAnn Nelson from ND United.

Rod Jonas a motion to approve the December 2013, minutes. Second by Mike Bitz. Motion carried. Board members who voted in agreement were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend.

A motion was made by Rod Jonas approving the December, 2013 financial report and licensure report. Second by Karen Christensen. Motion carried. Board members who voted in agreement were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend. The December financial statement showed $33,868.44 in total income received, $49,705.43 total expenses, with a minus $15, 836.99. The licensure report showed 485 total licenses issued.

Janet Welk reported the administrative rules public hearing is scheduled for Friday, January 24, 2014. The proposed rules and amendments address late fees, policy and language changes in educator licensure including endorsements and levels of preparation.

Mari Fridgen will be working with educator preparation programs to help implement Common Core. In addition, Mari Fridgen and Amy Folkestad are providing onsite assistance to student teachers at our state colleges.

An extensive teacher support system update was provided by Laurie Stenehjem. The Board extended their support, suggestions on how to grow the program, how to maintain what we have, etc. Compared to other states, North Dakota is fortunate to have legislative funding to support first-year teachers.

Bismarck Sylvan Learning Center dropped being the testing site for teacher candidates needing to take Praxis tests. To date, Janet Welk is unaware of a site replacement.

DAVIS, LELAND
A motion was made by Tim Tausend to dismiss. Second by Kimberly Belgarde. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend. Mr. Davis’ license was before the Board due to a possible fine.

DEMESTER, CRAIG
Rod Jonas made the motion to proceed with formal disciplinary action and offer a settlement agreement of a $100 fine. Second by Tim Tausend. Board members who voted in favor were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend. Mr. Demester’s license was before the Board because he was engaged in the profession of teaching while not holding a current license. He is employed New Rockford-Sheyenne Public Schools as an elementary education teacher. NDCC 15.1-13-25(1)(h) & 15.1-13-17(1)

DEZIEL, STEVE
A motion was made by Kimberly Belgarde to dismiss. Second by Laura Mihalick. Motion carried. Board members who voted in agreement were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Laura Mihalick, Loni Miller and Tim Tausend. Amy Mann voted no. Mr. Deziel’s license was before the Board due to a possible fine.

DOUGLAS, JOSHUA
Kim Belgarde made the motion to have the office contact the Martin Luther school administrator asking the dates Mr. Douglas was supervised by a licensed teacher. Also, the Board would like to have the name of that licensed teacher. Second by Mary Eldredge-Sandbo. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend.

FRIEDEL, JOHN
The Board was called into executive session at 8:08 am and reconvened at 8:14 am. The purpose of the closed meeting was attorney consultation. A motion was made by Kimberly Belgarde to grant an initial, five-year OSEL. Seconded by Karen Christensen. Motion carried. Board members who voted in favor were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend. Mr. Friedel’s license application was before the Board due to his background check. NDCC 44-04-19.1

GLOVER, AMANDA
The Board was called into executive session at 8:08 am and reconvened at 8:14 am. The purpose of the closed meeting was attorney consultation. A motion was made by Mike Bitz to grant a license. Second by Karen Christensen. Motion carried. Board members who voted in agreement were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend. Ms. Glover’s license application was before the Board due to her background check. NDCC 44-04-19.1

HOLO, ERIC
A motion was made by Rod Jonas to proceed with formal disciplinary action against his license and offer a settlement agreement of a $100 fine. Seconded by Tim Tausend. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend.
Mr. Halo’s license was before the Board because he was engaged in the profession of teaching while not holding a current license. He is currently employed with Shanley High School in Fargo. NDCC 15.1-13-25(1)(h) & 15.1-13-17(1)

HAVELKA, AMY
Rod Jonas again made the motion to proceed with formal disciplinary action against her license and offer a settlement agreement of a $100 fine. Seconded by Laura Mihalick. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend.
Ms. Havelka’s license was before the Board because she was engaged in the profession of teaching while not holding a current license. She is employed with Emerado Public Schools as an elementary teacher and librarian. NDCC 15.1-13-25(1)(h) & 15.1-13-17(1)

HENDICKSON, LISA
A motion was made by Kimberly Belgarde to proceed with formal disciplinary action against her license and offer a settlement agreement of a $250 fine. Seconded Laura Mihalick. Motion carried. Board members who voted in favor were Kimberly Belgarde, Karen Christensen, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend. Mike Bitz and Mary Eldredge-Sandbo voted no. Ms. Hendrickson’s license was before the Board because she was engaged in the profession of teaching while not holding a current license. She is employed with Linton Public Schools as a special education teacher. NDCC 15.1-13-25(1)(h) & 15.1-13-17(1)

HINOJOS, BREANNE
A motion was made by Rod Jonas to proceed with formal disciplinary action against her license and offer a settlement agreement of a $100 fine. Seconded by Tim Tausend. Motion carried. Board members who voted in favor were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend. Ms. Hinojos is employed with Minnewaukan Public Schools as elementary teacher.

Mike Bitz made a motion to grant an initial, two-year license. Second by Amy Mann. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend. Mr. Hoffman’s license was before the Board because he checked yes to question #3, of the initial online application.

JORSTAD, LORI
A motion was made by Rod Jonas to proceed with formal disciplinary action against her license and offer a settlement agreement of a $100 fine. Seconded by Laura Mihalick. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend.
Ms. Jorstad is employed with McVay Elementary School in Williston as an elementary and special education instructor. NDCC 15.1-13-25(1)(h) & 15.1-13-17(1)

LONE BEAR, VERNA
A motion was made by Tim Tausend to proceed with formal disciplinary action and offer a settlement agreement of a $100 fine. Seconded by Rod Jonas. Motion carried. Board members who voted in favor were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend. Ms. Lone Bear’s license was before the Board because she was engaged in the profession of teaching while not holding current license. She is employed with Mandaree Public Schools as an elementary and special education instructor. NDCC 15.1-13-25(1)(h) & 15.1-13-17(1)

ROELFSEMA, TERRY
A motion was made by Rod Jonas to proceed with formal disciplinary action and offer a settlement agreement of a $100 fine. Second by Mike Bitz. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend Mr. Roelfsema’s license was before the Board because he was engaged in the profession of teaching while not holding a currently license. He is employed at New Town Public Schools as a technology instructor. NDCC 15.1-13-25(1)(h) & 15.1-13-17(1)

SANCHEZ, MARIELA
The Board was called into executive session at 8:08 am and reconvened at 8:14 am. The purpose of
the closed meeting was attorney consultation. Mike Bitz made the motion to grant an interim, one-year sub license. Second by Mary Eldredge-Sandbo. Motion carried. Board members who Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend. Ms. Sanchez’s license was before the Board due to her background check. NDCC 44-04-19.1

STEWART, AMY
Rod Jonas made the motion to proceed with formal disciplinary action and offer a settlement agreement by offering a letter of reprimand. Second by Kim Belgarde. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend.
A request for inquiry was filed by Williston Public School due to a breach of contract. The breach of contract information will be placed on the national clearinghouse. NDCC 15.1-13-25(1)(g) & ND Adm Code 67.1-03-01-03(10)

SWARTZ, ANDREA
A motion was made by Rod Jonas to grant a license. Second by Laura Mihalick. Motion carried. Board members who agreed were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend. Ms. Swartz’s file was before the Board due to her background check.

UHKE, JENNIFER
A motion was made by Rod Jonas to proceed with disciplinary action and offer as settlement agreement of a $100 fine. Second by Karen Christensen. Motion carried. Board members who voted yes were Kimberly Belgarde, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Laura Mihalick, Loni Miller and Tim Tausend. Ms. Uhke was engaged in the profession of teaching while not holding a current license. Ms. Unke is employed with TGU Granville Public Schools as a music instructor. NDCC 15.1-13-25(1)(h) & 15.1-13-17(1)

ADMININSTRATIVE CASES
SCHILL, FRANCIS
Mary Eldredge-Sandbo made the motion to proceed with disciplinary action and offer a settlement agreement of a $100 fine. Second by Karen Christensen. Motion carried. Administrative board members who voted yes were Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Laura Mihalick and Tim Tausend. Mr. Schill’s was before the administrative board because he was employed in the profession of teaching while not holding a current license. He is employed with Edmore Public Schools as the superintendent. NDCC 15.1-13-25(1)(h) & 15.1-13-17(1)

WARREN, DON
Much discussion was done by the administrative board. Mike Bitz made the motion to dismiss. Second by Laura Mihalick. Motion carried. Administrative board members who voted yes were Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Laura Mihalick and Tim Tausend. Mr. Warren’s license was being viewed by the administrative board due to a code of ethics issue. Mr. Warren was employed at Oakes Public Schools as the high school principal.

The meeting was adjourned at 11:45.
