JUNE 24-25, 2013 RETREAT
Hudson Room, Radisson Hotel, Bismarck ND

The Education Standards and Practices Board (ESPB) meeting was called to order by board chair, Greg Allen. All board members were in attendance. Board members who attended were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Others who attended the meeting were Diane Weber and Janet Welk from ESPB, LeAnn Nelson from NDEA, Matt Strinden from DPI and Sandra Voller from the AG’s Office.

This was the last board meeting for Greg Allen, Nick Archuleta, Angela Korsmo and Marlene Srock.

The Executive Sub-Committee met before the retreat to work on the budget and the director’s evaluation. The sub-committee consisted of Janet Welk, Greg Allen and Nick Archuleta.

A motion was made by Nick Archuleta to include Karen Clayton as a board case addition. Second Mike Bitz. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.

Mike Bitz approved the May, 2013 minutes. Second by Amy Mann. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.

Angela Korsmo then made the motion to approve the May, 2013 financial statement. Second by Mike Heilman. Motion carried. Board members who voted in favor were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. The financial statement showed $59,566.90 total income received $62,432.88 total expenses with a minus net income of $2,865.98.

A motion was made by Mike Bitz approving the May, 2013 licensure report. The May licensure report showed 872 total licenses issued. Second by Karen Christensen. Motion carried. Board members who voted in agreement were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sando, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.

CASES
BANAT, AHMED
The Board was called into executive session at 1:17 pm and reconvened at 1:45 pm. The purpose of the closed meeting was attorney consultation. A motion was made by Mike Bitz to grant an initial, interim one-year sub license. Second by Mike Heilman. Motion carried. Board members who voted in agreement were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Mr. Banat’s. license application was before the Board due to his background check.

BENDER, CORDELL
The Board was called into executive session at 1:17 pm and reconvened at 1:45 pm. The purpose of the closed meeting was attorney consultation. Nick Archuleta made the motion to grant an initial, two-year license. Second by Marlene Srock. Motion carried. Board members who voted in agreement were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Amy Mann and Marlene Srock. Rod Jonas did not vote. Mr. Bender’s license application was before the Board due to his background check.

CIEKLINSKI, ALISON
The Board was called into executive session at 1:17 pm and reconvened at 1:45 pm. The purpose of the closed meeting was attorney consultation. Angela Korsmo made the motion to grant an initial, two-year license. Second by Nick Archuleta. Motion carried. Board members who voted in favor were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Ms. Cieklinski’s license application was before the Board due to her background check.

CLAYTON, KAREN
Since Ms. Clayton had completed her probation, a motion was made by Mike Bitz to grant an initial, two-year out-of-state reciprocal license. Second by Rod Jonas. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Ms. Clayton finished probation. She will be working at Stanley Public Schools as a guidance counselor.

COOPER, NANCY
A motion was made by Rod Jonas to proceed with disciplinary action an offer an informal settlement agreement of a $500 fine due to breach of contract with Fort Yates Public Schools. Second by Mike Bitz. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. NDCC 15.1-13-25(1)

DONEY, CARMEN
The Board was called into executive session a 1:17 pm and reconvened at 1:45 pm. The purpose of the closed meeting was attorney consultation. Mike Bitz made the motion to grant an initial, two-year license. Second by Angela Korsmo. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Ms. Doney’s license request was before the Board due to her background check.

HORST, JESSICA
At 1:17 pm, the Board went into executive session and reconvened at 1:45 pm. The purpose of the closed meeting was attorney consultation. Angela Korsmo made the motion to grant an initial, one-year sub license. Second by Mary Eldredge-Sandbo. Motion carried. Board members who voted in favor were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Martin and Marlene Srock. Ms. Horst’s license request was before the Board due to her background check.

JOHNSON, ANDREA
Nick Archuleta made the motion to dismiss. Second by Mike Bitz. Motion carried. Board members who voted in agreement were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jones, Amy Mann and Marlene Srock. Ms. Johnson’s license was before the Board due to a possible fine.

KRINGLEN, DOMINIC
At 1:17pm, the Board was called into executive session and reconvened at 1:45 pm. The purpose of the closed meeting was attorney consultation. Mike Bitz made the motion to grant an initial, two year educator’s license. Second by Mike Heilman. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Mr. Kringlen’s license application was before the Board due to his background check.

KITZENBERG, LESLIE
A motion was made by Nick Archuleta to place a letter of reprimand in Mr. Kitzenberg’s file. Second by Rod Jonas. Motion carried. Board members who voted in favor were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Mr. Kitzenberg license was before the Board due to a request for inquiry which was filed by Williston Public Schools. Mr. Kitzenberg was employed as a substitute teacher. NDCC 15.1-13-25(1)(c)(j) & ND Adm 67.1-03-01-02(3)(5)

MOUSSEAU, JAMES
At 2:27 pm, the Board was called into executive session and reconvened at 2:45 pm. The purpose of the closed meeting was attorney consultation. Much discussion was done by the Board. Nick Archuleta then made a motion to grant Mr. Mousseau’s initial, two-year. However, the Board would be willing to grant an initial, two-year license if he would agree to certain conditions:

  1. Mousseau successfully complete the terms of his probation, including paying all fines and complying with the terms of his probation AND
  2. Mousseau will inform the Board immediately if he violates any law.

Second by Amy Mann. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jones, Amy Mann and Marlene Srock. Mr. Mousseau is still on probation until 2014. NDCC15.1-13-25(1)(d)(e) and ND Adm C 67.1-02-02-06(1)(4)

MURTAUGH, JILL
Nick Archuleta made the motion to dismiss. Second by Mary Eldredge-Sandbo. Motion carried. Board members who voted in agreement were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Ms. Murtaugh’s license was before the Board due to a request for inquiry which was filed. She is employed with Rolette Public Schools as a 4th grade instructor.

SOUTHAM, RACHEL
A motion was made by Rod Jonas to proceed with disciplinary action against her license and offer
an informal settlement agreement of a $100 fine. Second by Karen Christensen. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.
Ms. Southam’s license was before the Board because she was engaged in the profession of teaching without a current license. She is employed at Solen High School as a Title 1 instructor. NDCC 15.1-13-17(1) & 15.1-13-25(1)(h)

USESMANY, JODENE
The Board was called into executive session at 1:17 pm and reconvened at 1:45 pm. The purpose of the closed meeting was attorney consultation. A motion was made by Mike Bitz to grant an initial, two-year license. Second by Nick Archuleta. Motion carried. Board members who voted in favor were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angelo Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Ms. Usesmany was before the Board due to her background check.

WEST, TAMMY
The Board was went into executive session at 1:17 pm and reconvened at 1:45 pm. The purpose of the closed meeting was attorney consultation. A motion was made by Nick Archuleta to grant an initial, one-year sub license. Second by Marlene Srock. Motion carried. Board members who voted in favor were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angelo Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Ms. West’s license request was before the Board due to her background check.

WIKENHEISER, KELLIE
No Board action was taken. Ms. Wickenheiser’s license was before the Board due to possible fine. She is employed at Strasburg Public School as a library media specialist.

VOTE, JESSE
A motion was made by Mike Heilman to dismiss the request for inquiry. Second by Mike Bitz. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Ms. Vote is employed at Rolette Public Schools as a math teacher.

ADMINISTRATIVE CASE
SHERWIN, WADE
Mike Heilman made the motion to dismiss the request for inquiry. Second by Mary Eldredge-Sandbo. Motion carried. Administrative board members who voted yes were Nick Archuleta, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman and Angela Korsmo. Mr. Sherwin is employed at Rolette Pubic Schools as an administrator.

Mike Bitz made a motion to accept the 2013-2014 ESPB and Teacher Support Budgets. Angela Korsmo seconded. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christiansen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.

Greg Allen discussed the Executive Director’s evaluation for 2012-2013. The Board expressed their appreciation for the work Janet has done over the past year representing our state well by serving in a leadership role.

A motion was made by Mike Bitz declaring the critical shortage areas. The critical shortage areas for 2013-13 are in every content area and degree except for elementary education and physical education. Second by Nick Archuleta. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christiansen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.

The Board had an opportunity to review the administrative rules. Currently Janet is working on cleaning up the language. Much discussion was done by the Board on appropriate grade level of student teaching for endorsements. Should student teaching be called something else? Could the student teaching be called field experiences, student teaching, internship requirements, and practicum? Under chapter 67.1-02-03-01, elementary endorsement, the Board agreed to remove minimum of five consecutive weeks between kindergarten thru grade six. Janet informed the Board that a recent out-of-state applicant had 18 endorsements.

Laurie Stenehjem presented updates on the Teacher Support System and how it may need to be changed depending upon enrollments for the mentoring and coaching positions for the school year.

The office received 16 applications for the assistant director’s position. Janet and the Bismarck board members screened the applications on June 18th. Interviews will be conducted on Tuesday afternoon, June 25. Two applicants will be interviewed. The current assistant director, Beverly Sandness, will be retiring. Her retirement date is July 12th.

Discussion was done by the Board on testing scores. A motion was made by Rod Jonas to accept the following test scores Praxis Core Academic Skills reading cut score of 156, writing with a cut score of 162 and math with a cut score of 150; with a composite score of 468. Second by Mike Bitz. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Nick Archuleta then made the motion to accept the multistate validation for middle school math 5169 with the cut score of 165. Second by Mike Heilman. Motion carried. Board members who voted in favor were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Mike Heilman made the motion to accept the multistate validation secondary math: content knowledge 5161 with the cut score of 160. Second by Karen Christensen. Motion carried. Board members who voted in favor were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Mike Heilman again made the motion to accept multistate validation for middle school English language arts 5047 with the cuts score of 164. Second by Marlene Srock. Motion carried. Board members who voted in agreement were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Again, Mike Heilman made the motion to accept the multistate English language arts: content knowledge 5038 with a cut score of 167. Second by Mary Eldredge-Sandbo. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Mike Heilman made the motion to accept the multistate validation English language arts: content and analysis 5039 cut score 168. Second by Marlene Srock. Board members who agreed were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.

ESPB elections were held for a new board chair and vice-chair for 2013-14. Mike Bitz made the motion to elect Mike Heilman as board chair. Second by Nick Archuleta. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Then, Mike Heilman nominated Mike Bitz as the board vice-chair. Second by Nick Archuleta. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.

The meeting was adjourned at 10:45am on Tuesday, June 25.
