The Education Standards and Practices Board (ESPB) meeting was called to order by board chair, Greg Allen. Board members who attended were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Others who attended the meeting were Diane Weber and Janet Welk from ESPB, Matt Strinden from DPI, Sandy Voller from the AG’s Office, LeAnn N elson and Pam Kjonaas from NDEA, Kathy Pruner from ETS, Carmelita Lamb from TMCC and Corey Steiner from State Longitudinal Data System.

Karen Christianson made a motion approving the April 2013 minutes. Second by Amy Mann. Motion carried. Board members who voted in favor were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.

Angela Korsmo made the motion approving the April 2013, financial report. Second by Nick Archuleta. Motion carried. Board members who agreed were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. The April financial report showed total revenue $54,189.87; total expenses $70,751.65; with a minus $16,561.78. Approximately, $6,875.00 was not part of the revenue; this amount includes applicants who hold two-year licenses but who will be issued five-year licenses when the 2012-13 school year is completed.

Nick Archuleta made a motion approving the April, 2013 licensure report. Second Mary Eldredge-Sandbo. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. The April, 2013 licensure report showed 669 total licenses issued.

Kathy Pruner, ETS, and spoke on multi-state Praxis assessments and how ND might pilot the Core Academic Skills Tests. Carmelita Lamb, TMCC, spoke on the ETS pre-service portfolio process she is participating in with other state representatives.

Corey Steiner shared with the Board the development and implementation of the State Longitudinal Data System.

LeAnn Nelson and Janet Welk spoke on the funding of the Teacher Support Program.

Our legal counsel, Sandy Voller, summarized the BCI/FBI confidential requirements. Criminal history records performed by BCI/FBI are considered confidential and cannot be shared. This is based on a conversation that our legal counsel had with FBI authorities.

CASES
DELMORE, MICHAEL
Mike Bitz made the motion to initiate a request for inquiry. Second by Angela Korsmo. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas and Marlene Srock. Amy Mann did not vote. Mr. Delmore’s license is before the Board due to a criminal judgment plea of guilty to the charge of offering to hire an individual to engage in sexual activities.

EDWARDS, ASHLEE
The Board was called into executive session at 1:25 pm and reconvened at 1:35 pm. The purpose of the closed meeting was attorney consultation. Mike Bitz made the motion to grant an initial, in-state two year license. Second by Angela Korsmo. Motion carried. Board members who voted in favor were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Ms. Edwards’ license was before the Board due to her background check. NDCC 12-60-16.1 thru 16.10

ERLENDSON, MECHELLE
A motion was made by Mike Bitz to proceed with formal disciplinary action and offer a settlement agreement of a $100 fine. Second by Karen Christensen. Motion carried. Board members who voted in agreement were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Ms. Erlendson’s license was before the Board because she was engaged in the profession of teaching while not holding a valid license. She is employed Cavalier Public Schools as a math teacher. NDCC 15.1-13-25(1)(h) & 15.1-13-17(1)

HEIER, ANTOINETTE
A motion was made by Mike Heilman to proceed with formal disciplinary action and offer a settlement agreement of a $100 fine. Second by Rod Jonas. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Ms. Heier’s license was before the Board because she was engaged in the profession of teaching while not holding a valid license. She is employed with Kidder-County Steele school district as a family/consumer science instructor. NDCC 15.1-13-25(1)(h) & 15.1-13-17(1)
HOLM, CAITLIN
Rod Jonas made the motion to proceed with formal disciplinary action and offer a settlement agreement of a $100 fine. Second by Angela Korsmo. Board members who voted in agreement were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Ms. Holm’s license was before the Board because she was engaged in the profession of teaching while not holding a valid license. She is employed Southeast Region Career/Tech Center as an Ag teacher. NDCC 15.1-13-25(1)(h) and 15.1-13-17(1)

GUTSCHMIDT, MARK
The Board was called into executive session at 1:25 pm and reconvened at 1:35 pm. The purpose of the closed meeting was attorney consultation. A motion was made by Mike Bitz to grant a one year, interim sub license. Second by Angela Korsmo. Motion carried. Board members who voted in agreement were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Mr. Gutschmidt’s license application was before the Board due to his background check. NDCC 12-60-16.1 thru 16.10

KITZENBERG, LESLIE
No action was taken by the Board. Legal counsel, Sandy Voller, will research the Board’s options. Mr. Kitzenberg’s license was before the Board due to a request for inquiry. He was employed as a substitute teacher at Williston Public Schools.

MOLENDA, JESSICA
The Board was called into executive session at 1:25 pm and reconvened at 1:35 pm. The purpose of the closed meeting was attorney consultation. A motion was made by Mike Heilman to grant an initial, five year other state educator license. Second by Nick Archuleta. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Ms. Molenda’s license was before the Board due to her background check. NDCC 12-60-16.1 thru 16.10

PLOIUM, COREY
A motion was made by Rod Jonas to proceed with formal disciplinary action against Mr. Ploium’s license and offer a settlement agreement of a $100 fine. Second by Mike Heilman. Motion carried. Board members who voted in agreement were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Mr. Ploium’s license was before the Board because he was engaged in the profession of teaching while not holding a valid license. He is employed with Oberon Elementary School as an elementary instructor. NDCC 15.1-13-25(1)(h) & 15.1-13-17(1)

POLUM, BRETT
Rod Jonas made motion to proceed with formal disciplinary action and offer a settlement agreement of a $100 fine. Second by Mike Heilman. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Mr. Polum’s license was before the because he was engaged in the profession of teaching while not holding a valid license. He is employed at Red River High School in Grand Forks a business education instructor. NDCC 15.1-13-25(1)(h) and 15.1-13-17(1)

STONE, LAUREN
Rod Jonas made a motion to proceed with formal disciplinary action and offer a settlement agreement of a $100 fine. Second by Mike Heilman. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Ms. Stone’s license was before the Board because she was engaged in the profession of teaching while not hold a valid license. Ms. Stone is employed at Rickard Elementary school in Williston as a third grade teacher.

TEDLUND, ROBERT
The Board was called into executive session at 1:25 pm and reconvened at 1:35 pm. The purpose of the closed meeting was attorney consultation. Angela Korsmo made the motion to grant a two-year, other state educator license. Second by Mike Bitz. Motion carried. Board members who voted in agreement were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. NDCC 12-60-16.1 thru 16.10

WARREN, KELLY
No action was taken by the Board. Mr. Warren’s file was before the Board due to a possible fine. He is employed with Plaza Pubic School as an elementary teacher.

The meeting was adjourned at 2:50. The next meeting will be the board retreat on Monday/Tuesday June 24 & 25, 2013 in Bismarck at the Radisson Hotel.
