The Education Standards and Practices Board (ESPB) meeting was called to order by vice-chair, Nick Archuleta. Board members who attended were Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Others who attended the meeting were Diane Weber and Janet Welk from ESPB, Matt Strinden from DPI, Sandra Voller from the AG’s Office, LeAnn Nelson from NDEA and Praxis multistate validation participants, Heather Harper from Century High School, Bismarck, Tina Childress, Langdon High School, Rebecca Peters, Beulah Middle School and Mary Weber from Hazen High School.

Greg Allen did not attend the meeting. Mike Heilman attended the meeting in the afternoon, whereas Rod Jonas attended the meeting in the morning.

Much discussion was done by the Praxis multistate validation participants Heather Harper, Tina Childress, Rebecca Peters and Mary Weber regarding experiences with ETS. The participants were involved with Praxis middle school math-5169, Praxis secondary math-5161, Praxis middle school English language arts-5047, Praxis English language arts-content knowledge-5038 and Praxis English language arts-5039.

Rod Jonas provided the PAAC recommendations from March 15, 2013 meeting. The ISLLC Committee recommended to PAAC to adopt 2011 ELCC Building Level Standards for Master Level programs and District Level Standards for Ed. Specialist and Doctorate Programs. Rod Jonas made the motion to accept. Second by Angela Korsmo. Motion carried. Board members who voted yes were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.

Rod Jonas made the motion to accept NCATE partnership update (CAEP) Draft Standards/Recommendations. Second by Marlene Srock. Motion carried. Board members who voted in favor were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.

Angela Korsmo made the motion to accept University of Mary Pilot Program for Content Expert Reports. Second by Mike Bitz. Motion carried. Board members who voted in favor were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.

Rod Jonas made the motion to accept NDACTE Program Approval Timeline Recommendation. Second by Mike Bitz. Motion carried. Board members who voted yes were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.
Rod again made the motion to approve North Dakota State University Curriculum and Instruction Master’s Program. Second by Mary Eldredge-Sandbo. Board members who voted in favor were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas and Marlene Srock.

Rod Jonas made the motion approving Sitting Bull College 2012 Professional Education Data System Report. Second by Marlene Srock. Motion carried. Board members who voted yes were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas and Marlene Srock.

A motion was made by Rod Jonas approving the only Chinese Education Licensure Program at UND. Second by Mary Eldredge-Sandbo. Motion carried. Board members who voted yes were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas and Marlene Srock.

Rod Jonas made the motion to approve Jamestown College Undergraduate Accreditation Focus Visit – Assessment System. Second by Marlene Srock. Motion carried. Board members who voted in favor were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas and Marlene Srock. Rod Jonas made the motion to approve PAAC’s recommendation to ESPB: Advanced Programs for Teachers (50081) to approve the Masters of Education in Curriculum/Instruction with conditions. Second by Angela Korsmo. Motion carried. Board members who voted in agreement were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas and Marlene Srock.

Mike Bitz made the motion to approve the Valley City State University Intent to Seek Interim Program Approval for 50037 Early Childhood Education Endorsement. Second by Amy Mann. Motion carried. Board members who voted in agreement were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas and Marlene Srock.

Angela Korsmo made the motion to approve PAAC’s recommendation for University of Mary 50081 Advanced Programs for Teachers Doctorate of Education (Ed.D). Second by Karen Christensen. Motion carried. Board members who voted in favor were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, and Marlene Srock. Rod Jonas did not vote.

Rod Jonas made a motion to approve the March, 2013 minutes with the noted change. Second by Angela Korsmo. Motion carried. Board members who voted yes were Nick Archuleta, Mike Bitz, Karen Christianson, Mary Eldredge-Sandbo, Angela Korsmo, Amy Mann and Marlene Srock.

A motion was made by Angela Korsmo approving the March 2013 financial report. Second by Marlene Srock. Motion carried. Board members who voted in favor were Nick Archuleta, Mike Bitz, Karen Christianson, Mary Eldredge-Sandbo, Angela Korsmo, Amy Mann and Marlene Srock. The March financial statement showed $51,154.93 in total income, $58, 156.23 in total expenses with a net income of a minus of $7,001.30. A motion was then made by Rod Jonas approving the licensure report. Second by Angela Korsmo. Motion carried. Board members who voted in favor were Nick Archuleta, Mike Bitz, Karen Christianson, Mary Eldredge-Sandbo, Angela Korsmo, Amy Mann and Marlene Srock. The March, 2013 licensure report showed 714 total licenses issued.

Sandra Voller informed the Board she has made contact with the FBI regarding confidential information on background checks. At the board meeting date, she was still waiting for clarification on the matter.

Bahm, Lisa
A motion was made by Angela Korsmo to proceed with formal disciplinary action against her license and offer an informal settlement agreement of a $100 fine. Second by Mike Heilman. Motion carried. Board members who voted yes were Nick Archuleta, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Amy Mann and Marlene Srock. Mike Bitz was not present when the voting took place. Ms. Bahm’s license was before the Board because she was engaged in the profession of teaching while not holding a current license. She is employed with Nedrose School in Minot as a first grade teacher. NDCC 15.1-13-25(1)(h) & 15.1-13-17(1)

Fjelstad, Lea Ann
A motion was made by Mike Heilman to proceed with formal disciplinary action against her license and offer a settlement agreement of a $100 fine. Second by Angela Korsmo. Motion carried. Board members who voted in favor were Nick Archuleta, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Amy Mann and Marlene Srock. Mike Bitz was not present when the voting took place. Ms. Fjelstad’s license was before the Board because she was engaged in the profession of teaching while not holding a current license. She is employed with Grenora Public Schools as an elementary teacher. NDCC 15.1-13-25(1)(h) & 15.1-13-17(1)

Melling, Andrea
Mike Heilman made the motion to dismiss. Second by Amy Mann. Motion carried. Board members who voted in favor were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Amy Mann and Marlene Srock. Angela Korsmo did not vote. Ms. Melling’s license was before the Board due to a possible fine.

Moran, Charles
Mike Heilman made the motion to proceed with disciplinary action against Mr. Moran’s license and offer a settlement agreement of a $100 fine. Second by Mike Bitz. Motion carried. Board members who voted yes were Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Amy Mann and Marlene Srock. Board members who voted no were Nick Archuleta and Angela Korsmo. Mr. Morin’s license was before the Board because he was engaged in the profession of teaching while not holding a license. Olson, Ashlee
The Board was called into executive session at 1:15 pm and reconvened at 1:20 pm. The purpose of the closed meeting was attorney consultation. Mike Heilman made the motion to grant an initial, two-year license. Second by Angela Korsmo. Motion carried. Board members who voted in agreement were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Amy Mann and Marlene Srock. Ms. Olson’s license request was before the Board due to her background check. NDCC 12-60-16.1 thru 16.10

Pavlicek, Annette
Mike Heilman made the motion to proceed with disciplinary action against Ms. Pavlicek’s license and offer a settlement agreement of a $100 fine. Second by Mike Bitz. Motion carried. Board members who voted yes were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Angela Korsmo, Amy Mann and Marlene Srock. Ms. Pavlicek’s license was before the Board because she was engaged in the profession of teaching while not holding a current license. Redlin, Barbara
A motion was made by Marlene Srock to dismiss. Second by Mary Eldredge-Sandbo. Motion carried. Board members who voted yes were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Amy Mann and Marlene Schrock. Angela Korsmo did not vote. Ms. Redlin‘s license was before the Board due to a possible fine.

Risovi, Corrine
A motion was made by Mike Heilman to proceed with formal disciplinary action against her license and offer a settlement agreement of a $100 fine. Second by Angela Korsmo. Motion carried. Board members who voted in favor were Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Amy Mann and Marlene Srock. Nick Archuleta voted no. Ms. Risovi’s license because she was engaged in the profession of teaching while not holding a current license. She is employed with Minnewaukan Public Schools as a first grade teacher. Rossillo, Stephen
The Board was called into executive session at 1:15 pm and reconvened at 1:20 pm. The purpose of the closed meeting is attorney consultation. Mike Bitz made the motion to grant an initial, five-year OSEL. Second by Karen Christensen. Motion carried. Board members who voted yes were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Amy Mann and Marlene Srock. Mr. Rossillo’s license was before the Board due to his background check. NDCC 12-60-16-1 thru 16.10.

Routledge, Jenni
A motion was made by Marlene Srock to dismiss. Second by Mike Heilman. Motion carried. Board members who voted yes were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Amy Mann and Marlene Srock. Ms. Routledge’s license was before the Board due to a possible fine.
Sveet, Rita
A motion was made by Mike Heilman to proceed with disciplinary action and offer a settlement agreement of a $100 fine. Second by Mike Bitz. Motion carried. Board members who voted in favor were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Amy Mann and Marlene Srock. Ms. Sveet’s license was before the Board because she was engaged in the profession of teaching while not holding a valid license. She is with Rugby Public Schools as a counselor. Mike Bitz made the motion to proceed with disciplinary action and offer a settlement agreement of a $100 fine. Second by Mike Heilman. Motion carried. Mr. Willert’s license was before the Board because he was engaged in the profession of teaching while not holding a valid license.
