Radisson Hotel, Bismarck, North Dakota

The Education Standards and Practices Board (ESPB) meeting was called to order by vice-chair, Nick Archuleta. Board members who attended were Mike Bitz, Karen Christensen, Mike Heilman, Angela Korsmo, Amy Mann and Marlene Srock. Others who attended the meeting were Diane Weber and Janet Welk from ESPB, Matt Strinden from DPI, Faye Kopp from TFFR, Pam Kjonaas and Fern Pokorny from NDEA and Sandra Voller from the AG’s Office.

Board members, Greg Allen, Mary Eldredge-Sandbo and Rod Jonas did not attend the meeting.
Mike Bitz arrived at 1:00.

Guest speaker, Faye Kopp spoke on retirement trends and projections.

A motion was made by Angela Korsmo approving the January, 2013 minutes. Second by Mike Heilman. Motion carried. Board members who voted in agreement were Nick Archuleta, Karen Christensen, Mike Heilman, Angela Korsmo, Amy Mann and Marlene Srock.

Marlene Srock then made the motion approving the January, 2013 financial report. Second by Mike Heilman. Motion carried. Board members who voted yes were Nick Archuleta, Karen Christensen, Mike Heilman, Angela Korsmo, Amy Mann and Marlene Srock. The January financial report showed $72,643.32 in income received, $47,831.15 in expenses with a net income of $24,812.17. Janet Welk informed the Board she signed the 2011 audit w/Mahlum Goodhart, PC

Angela Korsmo made the motion approving the January, 2013 licensure report. Second by Amy Mann. Motion carried. Board members who voted in favor were Nick Archuleta, Mike Bitz, Karen Christensen, Mike Heilman, Angela Korsmo, Amy Mann and Marlene Srock. The licensure report showed 906 licenses issued.

A motion was made by Angela Korsmo to remove the Art Rude case from the agenda. Second by Karen Christensen. Motion carried. Board members who voted yes were Nick Archuleta, Mike Bitz, Karen Christensen, Mike Heilman, Angela Korsmo, Amy Mann and Marlene Srock.

NDACTE deans and representatives met in Bismarck on January 25 to discuss how North Dakota can align to the CAEP (Council for Accreditation of Educator Preparation) accreditation process. The group will meet again on February 21, with Dr. Barbara Combs acting as the chair.

The Board had an opportunity discuss HB 1296 regarding applicants licensed in other states. If passed, this bill would allow all applicant’s endorsements issued or recognized by the applicant’s other state of licensure to be placed on their North Dakota teaching license. Janet Welk testified using a former applicant who was licensed from California who had nine semester hours in English, as an example. Janet informed the Board of the new, online legislative bill tracking system. Janet also provided written testimony to the House Appropriations Committee on all of ESPB funding requests. Laurie Stenehjem was able to provide oral testimony to the House Appropriations Committee regarding the additional dollars for the Teacher Support System.

The office received a request on teacher mailing lists. A motion was made by Mike Heilman to deny the request. Second by Angela Korsmo. Motion carried. Board members who voted yes were Nick Archuleta, Karen Christensen, Mike Heilman, Angela Korsmo, Amy Mann and Marlene Srock.

CASES
Bratland, Kevin
Mike Bitz made the motion to proceed with formal disciplinary action and offer a settlement agree of a $100 fine. Second by Karen Christensen. Motion carried. Board members who voted yes were Nick Archuleta, Mike Bitz, Karen Christensen, Mike Heilman, Angela Korsmo, Amy Mann and Marlene Srock. Mr. Bratland’s license was before the Board because he was engaged in the profession of teaching while not hold a current license. Mr. Bratland is employed with Enderlin Public Schools as physical education instructor. NDCC 15-1-13-25(1)(h) and 15.1-13-17(1)

Breslin, Ann
Much discussion was done by the Board. A motion was made by Angela Korsmo to dismiss. Second by Marlene Srock. Motion carried. Board members who voted in favor were Nick Archuleta, Mike Bitz, Karen Christensen, Mike Heilman, Angela Korsmo, Amy Mann and Marlene Srock. Ms. Breslin’s license was before the Board due to a possible breach of contract.

Edman, Scott
Mike Bitz made the motion to proceed with formal disciplinary action and offer a settlement agreement of a $100 fine. Second by Karen Christensen. Motion carried. Board members who voted in agreement were Nick Archuleta, Mike Bitz, Karen Christensen, Mike Heilman, Angela Korsmo, Amy Mann and Marlene Srock. Mr. Erdman is employed with South Middle School in Grand Forks as a career & technology instructor. His license was before the Board because he was engaged in the profession of teaching while not holding a license. NDCC 15.1-13-25(1)(h) and 15.1-13-17(1)

Nagel, Alyssa
The board went into executive session at 1:26 and reconvened at 1:34. The purpose of the closed meeting was to discuss personal information contained in the file. A motion was made by Mike Bitz to issue an initial, two-year license. Second by Angela Korsmo. Motion carried. Board members who voted yes were Nick Archuleta, Mike Bitz, Karen Christensen, Mike Heilman, Angela Korsmo, Amy Mann and Marlene Srock. Ms. Nagel’s online application request was before Board due to her background check.

Overbo, Kathryn
Mike Bitz made the motion to proceed with formal disciplinary action and offer a settlement agreement of a $50 fine. Second by Angela Korsmo. Motion carried. Board members who voted yes were Mike Bitz, Karen Christensen, Mike Heilman, Angela Korsmo and Amy Mann. Board members who voted no were Nick Archuleta and Marlene Srock. Ms. Overbo is employed with Central Middle School in Devils Lake Public Schools as a Spanish teacher. Her license was before the Board because she was engaged in the profession of teaching while not hold a license. NDCC 15.1-13-25(1)(h) and 15.1.13-17(1)

Rustand, Kari
Much discussion was done by the Board. A motion was made by Angela Korsmo to dismiss. Second by Marlene Srock. Motion carried. Board members who voted yes were Nick Archuleta, Mike Bitz, Karen Christensen, Mike Heilman, Angela Korsmo, Amy Mann and Marlene Srock. Ms. Rustand’s license was before the Board due to a possible breach of contract.

Stockert, Maria
A motion was made by Mike Heilman to proceed with formal disciplinary action and offer a settlement agreement of a $100 fine. Second by Mike Bitz. Motion carried. Board members who voted in agreement were Nick Archuleta, Mike Bitz, Karen Christensen, Mike Heilman, Angela Korsmo, Amy Mann and Marlene Srock. Ms. Stockert is employed with the Glen Ullin school system as a physical education instructor. NDCC 15-13-25(1)(h) and 15.1.-1-17(1)

Vasquez, Domonic
The Board went into executive session at 1:26 and reconvened at 1:34. The purpose of the closed meeting was to discuss personal information contained in the file. Mike Bitz made the motion to issue a one-year sub license. Second by Marlene Srock. Motion carried. Board members who voted yes were Nick Archuleta, Mike Bitz, Karen Christensen, Mike Heilman, Angela Korsmo, Amy Mann and Marlene Srock. Mr. Vasquez’s license request was before the Board due to his background check.

ADMINISTRATIVE
Quintus, Terry
Much discussion was done by the administrative board. Mike Bitz made the motion to dismiss. Second by Nick Archuleta. Motion carried. Administrative board members who voted yes were Nick Archuleta, Mike Bitz, Mike Heilman and Angela Korsmo. Mr. Quintus’ license was before the administrative board due to a possible breach of contract.
