The Education Standards and Practices Board (ESPB) meeting was called to order by board chair, Greg Allen. Board members who attended were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Others who attended the meeting were Diane Weber and Janet Welk from ESPB, Kirsten Baesler and Matt Strinden from DPI, Bill Peterson and Sandy Voller from the AG’s Office, Amy Copas from University Systems, Dakota Draper and Armand Tiberio from NDEA, Doug Johnson from the ND CEL and Janine and Mike Olson from Taylor/Richardton Public Schools.

Board member, Angela Korsmo, was available via conference call. Mike Heilman arrived after the approval of the minutes and financial reports.

Greg Allen extended a welcome to all guests.

The Board expressed their “thank you” to the office staff for the legislative social which was held on Wednesday night, January 9th. The Board, Janet Welk and Laurie Stenehjem had an opportunity to visit with legislative members who served on the education committee, legislative members who are educators/or former educators. For legislative members who were invited to the social but did not attend, they will receive the brochure which was developed for the social. Janet will also send a thank note to the legislative members who did attend.

A discussion was held regarding CCSSO Task Force Report on Transforming Educator Preparation and Entry into the Profession. It was decided no action would be taken.

Rod Jonas initiated a discussion on NDCC 67.1-02-01-03 college supervisors. In summary, should the level of preparation be removed for the college supervisor? Does the college supervisor who has been secondary prepared, supervisor a student teacher in an elementary field, etc.? This question will be brought forward at the next Dean’s meeting.

A motion was made by Rod Jonas to add board case, Kim Bailey and remove board case, Marlene Schroeder. Second by Mike Bitz. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Mike Heilman was not available when the voting took place

Rod Jonas made a motion approving the December, 2012 minutes. Second by Nick Archuleta. Motion carried. Board members who voted in favor were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Mike Heilman was not available when the voting took place.

Again, Rod Jonas made the motion approving the December, 2012 financial report. Second by Marlene Srock. Motion carried. Board members who agreed were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Mike Heilman was not available when the voting took place. The December financial report showed total revenue $34,481.65; total expenses $46,605.10 with a minus $12,123.45.

Karen Christensen made a motion approving the December, 2012 licensure report. Second by Nick Archuleta. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Mike Heilman was not available when the voting took place. The December 2012 licensure report showed 446 issued licenses.

CASES
BAILEY, KIM
Marlene Srock made the motion to dismiss. Second by Mike Bitz. Board members who voted yes were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Angelo Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Greg Allen and Mike Heilman voted no. Ms. Bailey’s license was before the board due to a possible fine. She is employed with Grand Forks Public Schools as a school counselor.

BRESLIN, ANNE
A motion was made by Mike Bitz to seek further information and have the office contact the Williston Public School for a copy of the school board minutes regarding Ms. Breslin’s resignation. Second by Mike Heilman. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.

CAULFIELD, SARAH
A motion was made by Mike Bitz to proceed with formal disciplinary action and offer a settlement agreement to suspend Ms. Caulfield’s license until June 1, 2013. Second by Angela Korsmo. Motion carried. Board members who voted in favor were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Ms. Caulfield’s license was before the Board due to a breach of contract. She was formerly employed with Devils Lake Public Schools as an elementary teacher. NDCC 15-1-13-25 (1)(g)(j) & ND ADM CODE 67.1-03-01-03(10)

HARMON, ANGELA
Rod Jonas made the motion to proceed with formal disciplinary action and offer a settlement agreement of a $100 fine. Second by Nick Archuleta. Board members who voted in agreement were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Ms. Harmon is employed with Turtle Lake-Mercer Public Schools as a kindergarten teacher. Her license was before the Board because she was engaged in the profession of teaching while not holding a valid license. NDCC 15.1-13-25 (1)(h) and 15.1-13-17(1)

KOVALEVICH, SEAN
A motion was made by Nick Archuleta to seek further information; what are the charges and if charged wait until convicted. Second by Amy Mann. Motion carried. Board members who voted in agreement were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. A request for inquiry was filed by Starkweather Public Schools.

KRUEGER, JOHN
Mike Bitz made the motion to revoke Mr. Krueger’s license. Second by Nick Archuleta. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas and Marlene Srock. Amy Mann did not vote. NDCC 67.1-02-05-01

MELAND, PAULETTE
A motion was made by Mike Bitz to dismiss. Second by Karen Christensen. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Ms. Meland’s license was before the Board due to a possible fine. Ms. Meland a CTE instructor with Souris River Campus Alternative High School for Minot Public Schools.

RUSTAND, KARI
A motion was made by Rod to see further information and have the office contact the Williston Public School for a copy of the school board minutes regarding Ms. Rustand’s resignation. Second by Mary Eldredge-Sandbo. Motion carried. Board members who voted in agreement were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.

SAUDER, BRIDGET
Mike Bitz made the motion to dismiss. Second by Nick Archuleta. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Ms. Sauder’s license was before the Board due to a possible fine. She is employed with Williston Public Schools as an elementary teacher.

SCHULTZ, JENNIFER
Rod Jonas made a motion to contact the States Attorney and obtain the criminal judgment. Second by Mike Bitz. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Ms. Schultz was formerly employed with Hebron Public Schools as a family/consumer science instructor. Ms. Schultz is facing sexual offenses of providing alcohol to four underage high school students.

LADUE, DARRYL
Nick Archuleta made the motion to dismiss. Second by Mary Eldredge-Sandbo. Motion carried. Administrative board members who voted in agreement were Greg Allen, Nick Archuleta, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman and Angela Korsmo. Mr. Ladue’s license was before the administrative board due to a possible breach of contract. He was formerly employed with Williston Public Schools.

OLSON, JANINE
A motion was made by Angela Korsmo to dismiss. Second by Nick Archuleta. Administrative board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman and Angela Korsmo. Ms. Olson’s license was before the administrative board due to a request for inquiry which was filed. Ms. Olson is employed with Richardton-Taylor Public Schools.

QUINTUS, TERRY
Mike Bitz made the motion to obtain a copy of the letter which is referenced in Mr. Quintus’s resignation documents. Second by Greg Allen. Administrative board members who voted in agreement were Greg Allen, Nick Archuleta, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman and Angelo Korsmo. Mr. Quintus license is before the administrative board due to a possible breach of contract. He was formerly employed with Williston Public Schools.

The meeting was adjourned at 3:10. The next meeting will be on Tuesday, February 5 at the Radisson Hotel in Bismarck.
