The Education Standards and Practices Board (ESPB) meeting was called to order by chair, Greg Allen. Board members who attended were Nick Archuleta, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Amy Mann and Marlene Srock. Others who attended the meeting were Lacey Hinsz, Laurie Stenehjem, Diane Weber and Janet Welk from ESPB, Matt Strinden from DPI, Bill Peterson from the AG’s Office and LeAnn Nelson from NDEA and Doug Clark.

Rod Jonas and Mike Bitz did not attend the meeting.

A motion was made by Nick Archuleta to add Julie Stevens to the agenda. Second by Karen Christensen. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Karen Christianson, Mary Eldredge-Sandbo, Amy Mann and Marlene Srock. Mike Heilman and Angela Korsmo were not present when the voting took place.

A motion was made by Marlene Srock approving the November 2012 minutes with noted corrections. Second by Mike Heilman. Motion carried. Board members who voted in favor were Greg Allen, Nick Archuleta, Karen Christensen, Mary-Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Amy Mann and Marlene Srock.

Nick Archuleta made a motion approving the November 2012 financial report. Second by Marlene Srock. Motion carried. Board members who voted in agreement were Greg Allen, Nick Archuleta, Karen Christensen, Mary-Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Amy Mann and Marlene Srock. The financial report showed $50,821.39 in total income, $56,933.14 in total expenses with a minus net income of $6,111.75.

A motion was made by Karen Christensen approving the November 2012 licensure report. Second by Angela Korsmo. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Amy Mann and Marlene Srock. The licensure report showed 323 total licenses issued.

Much discussion was done by the Board regarding, the Teacher Support System growth options and budget. Laurie Stenehjem was asked to develop a revised $3,361,155.00 2013-15 budget. The revised budget addresses costs for up to 400 first-year teachers each year (presently serving 275), one additional professional staff person, some increased support for instructional coaches and repeat mentors and support for districts in developing their induction programs, including development of state standards for the induction programs. The new budget could also allow for development of a mentoring program for second-year teachers to begin during the 2015-17 biennium, if funding were provided. Nick Archuleta then made the motion approving the teacher support growth program and proposed budget to be funded by the State. Second by Marlene Srock. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Amy Mann and Marlene Srock. The Board commended Laurie Stenehjem and Carol Sloan on their hard work with the program.

The Board had the opportunity to view the information sheet of ESPB changes that have taken place since 2011. A brochure will be developed for the Legislative open house. The open house will be held on Wednesday night, January 9th at the Radisson Hotel. Legislators that are educators, former educators or who serve on the Legislative Education Committee have been invited.

Lacey Hinsz demonstrated the IZENDA software. The software is a wonderful tool for pulling pieces of information for a multitude of reports.

ETS will be holding a multi-state validation study for Praxis I for reading, writing and math which will be aligned to the common core. These new tests will replace the ones that North Dakota is currently using and will be implemented in 2013-14. The panels are will be held in January, 2013.

Bill Peterson checked on BCI/FBI background check reporting. According to NDCC 15.1-13-14 & 67.1-02-02-09, reports from other agencies cannot be used for ESPB background checks. Bill also informed the Board of his retirement in February, 2013.

CASES
Clark, Douglas
Nick Archuleta made the motion to grant an initial, interim sub license. Second by Mike Heilman. Motion carried. Board members who voted in favor were Greg Allen, Nick Archuleta, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Amy Mann and Marlene Srock. Angela Korsmo was not present when the voting took place. Mr. Clark’s license application request was before the Board due to his background check.

Hovet, Terrance
A motion was made by Marlene to grant an alternative access license. Second by Amy Mann. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Amy Mann and Marlene Srock. Angela Korsmo was not present when the voting took place. Mr. Hovet’s license application was before the Board due to his background check.

Kilber, Cornell
A motion was made by Nick Archuleta to accept the counter proposal of suspension of Mr. Kilber’s license to run from the date an agreement is signed by the ESPB chair until July 1, 2013. Second by Karen Christensen. Motion carried. Board members who agreed were Greg Allen, Nick Archuleta, Karen Christensen, Mary Eldredge-Sandbo, Amy Mann and Marlene Srock. Mike Heilman voted no. Angela Korsmo was not present when the voting took place.

Lindgren, Emery
Mike Heilman made a motion to proceed with formal disciplinary action against Mr. Lindgren’s license and offer a settlement agreement of a $100 fine. Second by Nick Archuleta. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Amy Mann and Marlene Srock. Angela Korsmo was not present when the voting took place. Mr. Lindgren’s license was before the Board because he was engaged in the profession of teaching while not holding a valid license. Mr. Lindgren is employed as social studies teacher with Kulm Public Schools. NDCC 15-1-13-25(1)(h) & 15.1-13-17(1)

Mavity, Kathryn
Mike Heilman again made a motion to grant an initial, interim sub license. Second by Amy Mann. Motion carried. Board members who voted in favor were Greg Allen, Nick Archuleta, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Amy Mann and Marlene Srock. Angela Korsmo was not present when the voting took place. Ms. Mavity’s license was before the Board due to her background check.

Meland, Paulette
A motion was made by Nick to contact our bank to view when the check was dated that Ms. Meland issued. Second by Mary Eldredge-Sandbo. Motion carried. Ms. Meland’s license is before the Board due to a possible fine. Ms. Meland was renewing her Career Tech license. Board members who voted yes were Greg Allen, Nick Archuleta, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Amy Mann and Marlene Srock.

Parisien, Troy
Mike Heilman made the motion to proceed with formal disciplinary action against Mr. Parisien’s license and offer a settlement agreement of a $100 fine. Second by Nick Archuleta. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Amy Mann and Marlene Srock. Mr. Parisien is employed at Turtle Mountain Community Middle School as social studies instructor. NDCC 15.1-13-25(1)(h) & 15.1-13-17(1)

Ullrich, Dana
Marlene Srock made the motion to take no disciplinary action against Ms. Ulrich’s license. Second by Amy Mann. Motion carried. Board members who voted in favor were Greg Allen, Nick Archuleta, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Amy Mann and Marlene Srock. Ms. Ullrich’s license was before the Board due to a possible fine. She is employed at Central Cass Public Schools as an elementary teacher.

Soelberg-Dohn, Brenda
A motion was made by Mike Heilman to grant an initial, interim sub license. Second by Nick Archuleta. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Amy Mann and Marlene Srock. Ms. Soelberg-Dohn’s license request was before the Board due to her background check.

Stevens, Julie
A motion was made by Nick Archuleta to grant an initial, in-state license. Second by Mary Eldredge- Sandbo. Motion carried. Board members who voted in agreement were Greg Allen, Nick Archuleta, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Amy Mann and Marlene Srock. Ms. Steven’s license application was before the Board due to her background check.

ADMINISTRATIVE CASES
Dockter, Arla
A motion was made by Greg Allen to proceed with formal disciplinary action against Ms. Dockter’s license and offer a settlement agreement of a $100 fine. Second by Nick Archuleta. Motion carried. Administrative board members who voted yes were Greg Allen, Nick Archuleta, Mary Eldredge-Sandbo, Mike Heilman and Angela Korsmo. Ms. Dockter is employed as an administrator with Mandaree Public School. NDCC 15.1-13-25(1)(h) & 15.1-13-17(1)

Hansen, Debbie
A motion was made by Nick Archuleta to take no disciplinary action against Ms. Hanson’s license. Second by Greg Allen. Motion carried. Administrative board members who voted yes were Greg Allen, Nick Archuleta, Mary Eldredge-Sandbo, Mike Heilman and Angela Korsmo. Ms. Hanson’s license was before the administrative board due to a request for inquiry which was filed. She is employed Surrey Public Schools as an elementary principal.

Gerding, David
Nick Archuleta made the motion to take no disciplinary action against Mr. Gerding’s license. Second by Greg Allen. Motion carried. Administrative board members who voted in favor were Greg Allen, Nick Archuleta, Mary Eldredge-Sandbo, Mike Heilman and Angela Korsmo. Mr. Gerding’s license was before the administrative board due to a request for inquiry which was filed. He is employed with Surrey Public Schools as the secondary principal.

Klassen, Kevin
Greg Allen made the motion to take no disciplinary action against Mr. Klassen’s license. Second by Angela Korsmo. Motion carried. Administrative board members who voted in agreement were Greg Allen, Nick Archuleta, Mary Eldredge-Sandbo, Mike Heilman and Angela Korsmo. Mr. Klassen’s license was before the administrative board due to a request for inquiry which was filed. He is employed with Surrey Public Schools as the administrator.

The meeting was adjourned at 2:38.
