The Education Standards and Practices Board (ESPB) meeting was called to order by vice-chair, Nick Archuleta. Board members who attended were Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Others who attended the meeting were Laurie Stenehjem, Diane Weber and Janet Welk from ESPB, Matt Strinden from DPI, Maren Arbach and Durene Gruebele from BCI, Bill Peterson from the AG’s Office and LeAnn Nelson from NDEA.

Board member, Greg Allen, did not attend the meeting.

Much discussion was held regarding the funding and growth for Teacher Support System. With same funding request, can we have the program serve the same amount of teachers? Expand the number of teachers served and ask for more funding to grow the program? What are the Board’s thoughts regarding funding Teacher Support System? National Board for Professional Teaching Standards (NBPTS) funding for the federal match has dried up. ESPB will be asking the legislature to fund the entire assessment fee for 17 applicants for the entire biennium. DPI/ESPB still share the mainframe. DPI/ESPB will ask the legislature to continue funding the mainframe development and maintenance costs of the shared database. The Board does not want to request funding for Teacher-Teachers.com. Janet will place Teacher-Teacher.com information on the ESPB website. This information could help districts find teachers.

The Board would also like to host an open house. It was suggested to invite new legislative representatives, members of the education committee and other members of the legislature who are in the field of education. The open house will be held Wednesday night, January 9th; before the board meeting. It was also suggested a brochure be developed to be used at the open house. The brochure should contain what ESPB does, what ESPB has done, etc.

Bureau of Criminal Investigation discussion was led by Durene Gruebele. The discussion was hoped to assist Bill Peterson, office staff and board members in the various background check hits.

A motion was made by Marlene Srock to approve the October, 2012 minutes. Second by Mike Bitz. Motion carried. Board members who voted yes were Nick Archuleta, Mike Bitz, Karen Christensen, Mary-Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.

Rod Jonas made a motion approving the October, 2012 financial report. Second by Angela Korsmo. Motion carried. Board members who voted in favor were Nick Archuleta, Mike Bitz, Karen Christensen, Mary-Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. The financial report showed $66,313.19 in total income, $75,296.56 in total expenses with a minus net income of $8,983.37. Janet Welk reminded the Board the month of October is normally a low revenue month and there is also a possibility financial statements did not reflect any interest from the various investment accounts.

The Board discussed the NDEA Public Comments during the Administration Rules Hearing regarding defining short/long term substitute language of the new 48 semester hour or two-year degree individual who can apply for the one-year, interim substitute license. Rod Jonas made a motion to change the administrative rule to include language regarding the 48 semester/two-year degree license sub needs to be limited to 10 consecutive school days in the same classroom. Second by Karen Christensen. Motion carried. Board members who voted yes were Nick Archuleta, Karen Christensen, Mary Eldredge-Sandbo, Amy Mann and Marlene Srock. Board members who voted no were Mike Bitz, Mike Heilman, Angela Korsmo and Rod Jonas.

Anderson, Barry
A motion was made by Mike Bitz to dismiss. Second by Angela Korsmo. Motion carried. Board members who voted yes were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Mr. Anderson’s license was before the Board due to a possible fine. He is employed with Holy Spirit Elementary School in Fargo.

Ballew, Tony
A motion was made by Angela Korsmo to grant an initial five-year, other state educator license. Second by Rod Jonas. Motion carried. Board members who voted in favor were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Mr.Ballew’s license was before the Board due to his background check.

Baranick, Jeffrey
Rod Jonas made the motion to proceed with disciplinary action against Mr. Baranick’s license and offer a settlement agreement of a $100 fine. Second by Mike Bitz. Motion carried. Board members who voted in favor were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Mr. Baranick’s license was before the Board because he was engaged in the profession of teaching without a valid license. He is employed with Beulah Public Schools as social studies instructor. NDCC 15.1-13-25(1)(h) & 15.1-13-17(1)

Beaudoin, Kevin
Mike Bitz made the motion to proceed with disciplinary action against Mr. Beaudoin’s license and offer a settlement agreement of a $100 fine. Second by Angela Korsmo. Motion carried. Board members who voted yes were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Mr. Beaudoin is employed St. Thomas Public Schools as social studies instructor. His license was before the Board because he was engaged in the professional of teaching without a valid license. NDCC 15.1-13-25(1)(h) & 15.1-13-17(1)

Brusseau, Carol
Rod Jonas made the motion to proceed with disciplinary action against Ms. Brusseau’s license and offer a settlement agreement of a $100 fine. Second by Mike Heilman. Motion carried. Board members who voted in agreement were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Ms. Brusseau is employed with Trinity Elementary School in Dickinson. Her license was before the Board because she was engaged in the profession of teaching without a valid license. Clayton, Karen
Since Ms. Clayton is still on probation, Mike Bitz made the motion for the office to seek further information requesting the criminal judgment from April 15, 2010. Second by Amy Mann. Board members who voted yes were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Mike Heilman voted no. Ms. Clayton is seeking an Alternative Access license.

Delmore, Michael
A motion was made by Rod Jonas to delay any board action on Mr. Delmore’s license pending the court case outcome. Second by Angela Korsmo. Motion carried. Board members who voted yes were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Angela Korsmo, Rod Jonas and Marlene Schrock. Mike Heilman voted no. Amy Mann did not vote. Mr. Delmore is a retired high school counselor from Larimore. Alleged charges against Mr. Delmore are a prostitution ring with a 17-year-old girl.

Dietz, Stephanie
A motion was made by Mike Bitz to dismiss. Second by Angela Korsmo. Motion carried. Board members who voted in favor were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Ms. Dietz’s license was before the Board due to a possible fine. She is employed at Oak Grove Middle School in Fargo.

Greff, Jennifer
Another motion was made by Mike Bitz to dismiss. Second by Rod Jonas. Motion carried. Board members who voted yes were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Ms.Greff’s license was before the Board due to a possible fine. She is employed Mott-Regent Public Schools.

Hurtt, Kierstin
Mike Heilman made the motion to proceed with disciplinary action and offer a settlement agreement of $100. Second by Rod Jonas. Motion carried. Board members who voted in agreement were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Ms. Hurtt’s license is before the Board because she was engaged in the profession of teaching while not holding a valid license. She is employed at Park River Public Schools as an English instructor. Kilber, Cornell
A motion was made by Angela Korsmo to proceed with disciplinary action against Mr. Kilber’s license. Second by Mike Heilman. Motion carried. Board members who voted yes were Nick Archuleta, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Mike Bitz did not vote. A motion was then made by Rod Jonas to suspend Mr. Kilber’s license for two years. Second by Angela Korsmo. Motion carried. Board members who voted yes were Nick Archuleta, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Mike Bitz did not vote. Mr. Kilber was formerly employed with the Grand Forks Public Schools as a technology instructor. NDCC 15.1-13-25(1)(j) and ND Adm. Code 67.1-03-01-02(3)(5)(8)

Mohr, Patricia
A motion was made by Mike Bitz to proceed with disciplinary action and offer a settlement agreement of a $100 fine. Second by Karen Christensen. Motion carried. Board members who voted in favor were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Ms. Mohr’s license was before the Board because she was engaged in the profession of teaching while not holding a valid license. She is employed Holy Family Elementary School in Grand Forks as elementary and special education instructor. NDCC 15.1-13-25(1)(h) & 15.1-13-17(1)

Myhre, Duane
Rod Jonas made the motion to grant a one-year, substitute license. Second by Mike Bitz. Motion carried. Board members who voted yes were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Mr. Myhre’s license application was before the Board due to his background check.

Purkey, Ida
Rod Jonas again made a motion to grant a one-year, substitute license. Second by Marlene Srock. Motion carried. Board members who voted yes were Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann and Marlene Srock. Nick Archuleta and Angela Korsmo voted no. Ms. Purkey’s license application was before the Board due to her background check.

Race, Debra
A motion was made by Mike Bitz to dismiss. Second by Karen Christensen. Motion carried. Board members who voted in agreement were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Amy Mann and Marlene Srock. Rod Jones voted no. Ms. Race’s license was before the Board due to possible fine. She is employed at Mayville-Portland Public Schools.

Schiff, Janel
A motion was again made by Mike Bitz to dismiss. Second by Angela Korsmo. Board members who voted in favor were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Ms. Schiff’s license was before the Board due to a possible fine. She is employed at Trinity High School in Dickinson.

Schultz, Jennifer
The Board directed the office to obtain a substance abuse evaluation and police investigation documentation. Ms. Schultz was formerly employed at Hebron High School as a family/consumer science instructor. This case will be revisited in December.

Stomberg, Elissabeth
Mike Bitz made the motion to proceed with disciplinary action and offer a settlement agreement of a $100 fine. Second by Karen. Motion carried. Board members who voted yes were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Ms. Stromberg’s license was before the Board because she was engaged in the profession of teaching without a valid license. She is employed with Enderlin Public Schools as an art instructor with Enderlin Public Schools. NDCC 15.1-13-25(1)(h) & 15.1-13-17(1)

Vander Wal, Tyler
Mike Heilman made a motion to proceed with disciplinary action and offer a settlement agreement of a $100 fine. Second by Mary Eldredge-Sandbo. Motion carried. Board members who voted in favor were Nick Archuleta, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Mike Bitz was not available when the voting took place. Mr. Vander Wal is employed with New Salem/Almont School Public Schools as a social studies instruction. NDCC 15.1-13-25(1)(h) & 15.1-13-17(1)

Vogel, Valerie
Angela Korsmo made the motion to dismiss. Second by Marlene Srock. Motion carried. Board members who voted yes were Nick Archuleta, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Mike Bitz was not available when the voting took place. Ms. Vogel’s license was before the Board due to a possible fine. She is employed with St. Joe’s Elementary School in Mandan.

Watkins, Margaret
A motion was made by Rod Jones to proceed with disciplinary action and offer a settlement agreement of a $100 fine. Second by Amy Mann. Motion carried. Board members who voted in favor were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Nick Archuleta made the motion to dismiss. Second by Mike Bitz. Motion carried. Administrative board members who voted in favor were Nick Archuleta, Mike Bitz and Mike Heilman. Administrative board member, Angela Korsmo did not vote. Ms. Dardis’ license was before the administrative board due to a possible fine. She is employed with West Fargo Public Schools.

Olson, Jeff
Nick Archuleta again made a motion to proceed with disciplinary action and offer a settlement agreement of a $100 fine. Second by Angela Korsmo. Motion carried. Administrative board members who voted in favor were Nick Archuleta, Mike Bitz, Mike Heilman and Angela Korsmo. Mr. Olson’s license was before the administrative board because he was engaged in the profession of teaching while not holding a valid license. He is employed Fort Totten Public School.
