The Education Standards and Practices Board (ESPB) meeting was called to order by board chair, Greg Allen. Board members who attended were Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas and Marlene Srock. Others who attended the meeting were Laurie Stenehjem, Diane Weber and Janet Welk from ESPB, Connie Mittleider, from DPI, Dakota Draper from NDEA, Representative Joan Heckaman and Bill Peterson from AG’s Office.

This was the first, official meeting for new board member, Karen Christensen. Karen is a teacher representative and replaces Don Paulsrud. Amy Mann did not attend the meeting.

Ida Purkey was added to the case agenda.

Mike Heilman made the motion approving the September, 2012 minutes. Second by Angela Korsmo. Motion carried. Board members who voted in agreement were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas and Marlene Srock.

A motion was made by Mike Heilman approving the August/September 2012 financial report. Second by Angela Korsmo. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jones and Marlene Srock. The August, 2012 financial statement showed total income of $123,156.04, total expenses of $62,437.05 with a net income of $60,718.99. The September, 2012 financial statement showed total income of $52,753.06, total expenses of $67,082.30 with a net income of a minus $14,329.24.

A discussion was held regarding the accomplishments of the Board since November, 2011. Many office policies have been changed to help make the licensure process easier and more efficient, special education categories have been removed to allow applicants coming into North Dakota an easier transition, and emergency administrative rule making authority was granted by Governor Dalyrmple to allow other state applicants ease in securing licensure in North Dakota for all areas recognized by the other state. A new pubic lookup system has been developed to help North Dakota administrators and educators maintain their own licensure files and notices of licensure expiration.

Laurie provided the teacher support update. The Board will continue discussions of growth at the November meeting.

CASES
FLORES, NICHOLAS
Rod Jonas made the motion to issue an initial, two-year out-of-state reciprocal license. Second by Nick Archuleta. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas and Marlene Srock. Mr. Flores’ license was before the Board because he answered yes to question #3 of the online application. Mike Bitz was not present when the voting took place.

MANN, JASON D
Rod Jonas made the motion to issue an initial, five-year other state educator license. Second by Angela Korsmo. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas and Marlene Srock. Mr. Mann’s license was before the Board due to his background check. Mike Bitz was present when the voting took place.

PURKEY, IDA
Much discussion was done by the Board. Rod Jonas made a motion for the office to seek further information from BCI explaining the offenses. Second by Marlene Srock. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Karen Christensen, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Don Paulsrud and Marlene Srock.

ETS will be holding a multi-state validation study for Praxis I reading, writing and math which will be aligned to the common core. The new test will replace the one North Dakota is currently using. Administration of the tests would be in 2013-14.

A public hearing regarding the administrative rules was held on October 1, 2012. NDEA provided testimony regarding the two-year sub license. Public written comments are open until October 12, 2012.

Janet asked for board members to be a part of the common core committee. The following committees assignments were also made: Licensure/Testing: Greg Allen, Rod Jonas, Nick Archuleta, Mike Bitz and Janet Welk; Professional Development: Mary Eldredge-Sando, Angela Korsmo, Nick Archuleta, Amy Mann, Marlene Srock and Janet Welk.; Administrative: Mike Heilman, chair, Nick Archuleta, vice-chair, Greg Allen, Mike Bitz and Angela Korsmo; Professional Practices: Mike Heilman, Amy Mann, Mike Bitz, Angela Korsmo, Nick Archuleta and Janet Welk. Evaluation/Budget: Greg Allen and Janet Welk.
Much discussion was done regarding the 2013 legislative funding request for Teacher Support Program, National Board for Professional Teaching Standards Certification; DPI/ESPB shared data and Teacher-Teacher.com.

The meeting was adjourned at 2:45.
