The Education Standards and Practices Board (ESPB) meeting was called to order by board chair, Greg Allen. Board members who attended were Nick Archuleta, Mike Bitz, Mary Eldredge-Sandbo, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Others who attended the meeting were Diane Weber and Janet Welk from ESPB, Bill Peterson from AG’s Office, Connie Mittleider and Bob Marthaller from DPI, Cherise Nesler, student from University of Mary, Kristen Baesler and Tracy Potter DPI superintendent candidates.

Mike Heilman did not attend the meeting. Mike Bitz was not available during the Board case discussions.

A motion was made by Rod Jonas approving the August 2012 minutes, with the noted changes. Second by Angela Korsmo. Motion carried. Board members who voted in agreement were Greg Allen, Nick Archuleta, Mike Bitz, Mary Eldredge-Sandbo, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.

Rod Jonas approved the ND Teach financial reports from February, 2011 thru August, 2012. Second by Marlene Srock. Motion carried. Board members who voted in favor were Greg Allen, Nick Archuleta, Mike Bitz, Mary Eldredge-Sandbo, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.

The Board received 2010 audit report from Mahlum Goodhart, PC.

The Board also received Joint Board Meeting information which will be held on September 25, 2012 in Bismarck.

The Board reviewed the 2013 legislative requests, Teacher Support Program $2,300.00, National Board Professional Teaching Standards Certification, $120,000 and DPI/ESPB Shared Data Costs $200,000. National Board funding is federal/state funded. A motion was made Mary Eldredge-Sando to maintain as many of the appropriations that are matched with federal dollars, if the federal dollars dry up to use the state full assessment fee for the number of national board applicants that apply. Second by Marlene Srock. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Mary Eldredge-Sandbo, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.

Much discussion was done on the Teacher-Teacher.com, a national teacher recruitment/employment service. For the educator who uses the service, there is no charge. There would be a charge for school district use. The service would be a valuable resource for any school district, administrator, etc. who would be in need of filling a teaching position, especially the hard to fill content areas. A motion was made by Nick Archuleta to research the educational agencies that would help sponsor legislation to work on obtaining support and funding for the service. Second by Mary Eldredge-Sandbo. Motion carried. Board members who voted in support were Greg Allen, Nick Archuleta, Mike Bitz, Mary Eldredge-Sandbo, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.

The emergency rules regarding work experience option for alternative access license for teacher shortages (7.1-02-04-01), work experience for TAFE (67.1-02-03-11) and interim licenses for substitute teachers who hold a minimum of two years of post-secondary education (67.1-02-04-02) were signed by the Governor. The fines/late fees were not part of the signed emergency ruling.

Lacey Hinsz is a new ESPB employee. Her start date was September 4, 2012. Lacey filled the accounting/data specialist position.

FISHER, TRUDY
Nick Archuleta made the motion to issue an initial, out-of-state reciprocal license. Second by Rod Jonas. Board members who voted yes were Greg Allen, Nick Archuleta, Mary Eldredge-Sandbo, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Ms. Fisher’s license application was before the Board due to her background check. She is employed at Edwin Loe Elementary School in New Town as an elementary teacher.

MORSETTE, KRISTEN
Rod Jonas made the motion to issue an initial, two-year license. Second by Angela Korsmo. Motion carried. Board members who voted in agreement were Greg Allen, Nick Archuleta, Mary Eldredge-Sandbo, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Ms. Morsette’s license application was before the Board due to her background check. She is employed at Edwin Loe Elementary School in New Town as an elementary teacher.

The meeting was adjourned at 2:45
