The Education Standards and Practices Board (ESPB) meeting was called to order by board chair, Don Paulsrud. Board members who attended were Nick Archuleta, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Others who attended the meeting were Diane Weber and Janet Welk from ESPB, Bill Peterson from AG’s Office, Maxine Herr from KXMB, Matt Strinden, Connie Mittleider and Greg Gallagher from DPI, legislative representatives, Joan Heckaman, John Wall, Bob Hunsker, Phil Murphy, Margaret Sitte, David Rust and Rae Ann Kelsch.

Don Paulsrud welcomed all guests and introductions were held.

Rod Jones arrived after the approval of the minutes and financial report.

A motion was made by Greg Allen approving the March, 2012 minutes. Second by Nick Archuleta. Motion carried. Board members who voted in agreement were Greg Allen, Nick Archuleta, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Amy Mann, Don Paulsrud and Marlene Srock.

Mike Heilman than made the motion approving the March, 2012 financial report. Second by Mike Bitz. Motion carried. Board members who voted in favor were Greg Allen, Nick Archuleta, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Amy Mann, Don Paulsrud and Marlene Srock. The March 2012 financial report showed $82,680.01 in total income, $72,565.56 total expenses; with a net income of $10,114.45.

Janet Welk provided background information for HB 1270 (OSEL) Other State Educator License. Bill Peterson presented rules of interpretation of NDCC 15.1-13-20 which conflict other ESPB laws. NDCC 15.1-13-20--applicants licensed in other states allows a license to be issued upon a minimum of a bachelor’s degree with a major that meets the other state’s requirements in early childhood education, elementary education, middle level education or a content taught in a public high school. In addition, licensure/certification based upon the completion of a professional education sequence from a state-approved teacher education program and includes supervised student teaching. Mike Heilman made a motion directing the office is to bring forward licensure requests which do not meet the above criteria. The Board will assist in the interpretation if a license is to be issued and the type of license to be issued. Second by Nick Archuleta. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Angela Korsmo, Amy Mann, Don Paulsrud and Marlene Srock.
Nick Archuleta then made the motion to resend the motion made at the March 8, 2012 meeting to not obtain an Attorney General’s Opinion on NDCC 15.1-13-20. Second by Mike Heilman. Motion carried. Board members who voted in favor were Greg Allen, Nick Archuleta, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Angela Korsmo, Amy Mann, Don Paulsrud and Marlene Srock.

A 19000 exceptional children course code was added to all of the special education licenses and endorsements. The course code will allow administrators and special education directors to place special education educators with all types of students with disabilities. A motion was made by Mike Bitz deeming licenses with course code 19000 for exceptional children, approved to teach in special education specialty areas. Second by Mike Heilman. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Angela Korsmo, Amy Mann, Don Paulsrud and Marlene Srock.

CASES
ALLARD, MEGAN
A motion was made by Mike Heilman to proceed with formal disciplinary action and offer an informal settlement agreement of a $250 fine. Second by Greg Allen. Motion carried. Board members who voted in agreement were Greg Allen, Nick Archuleta, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann, Don Paulsrud and Marlene Srock. Ms. Allard’s license was before the Board because she was engaged in the profession of teaching while not holding a current license. She is a third grade teacher at Turtle Mt. Elementary School in Belcourt. NDCC 15.1-13-25(1)(h) & 15.1-13-17(1)

BURDICK, MELISSA
Greg Allen made a motion to issue an initial, two-year license. Second by Angela Korsmo. Motion carried. Motion carried. Board members who voted in agreement were Greg Allen, Nick Archuleta, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann, Don Paulsrud and Marlene Srock. Ms. Burdick’s license application was before the Board due to her background check.

ENGSTROM, LYNDSI
A motion was made by Rod Jones to proceed with formal disciplinary action and offer an informal settlement agreement of a $250 fine. Second by Mike Heilman. Motion carried. Board members who voted in favor were Greg Allen, Nick Archuleta, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann, Don Paulsrud and Marlene Srock. Ms. Engstrom’s license was before the Board because she was engaged in the profession of teaching while not holding a current license. She is a physical education teacher with Glenburn Public Schools. NDCC 15.1-13-25(1)(h) & 15.1-13-17(1)

HUST, LYNSEY
A motion was made by Greg Allen to proceed with formal disciplinary action and offer an informal settlement agreement of a $250 fine. Second by Mike Bitz. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jones, Amy Mann, Don Paulsrud and Marlene Srock. Ms. Hust’s license was before the Board because she was engaged in the profession of teaching while not holding a valid license. She is employed as a special education teacher for TGU Granville Public Schools. NDCC 15.1-13-25(1)(h) & 15.1-13-17(1)

JUNG, DARLENE
Nick Archuleta made the motion to issue a one-year, interim sub license. Second by Marlene Srock. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann, Don Paulsrud and Marlene Srock. Ms. Jung’s license application was before the Board due to her background check.

LUETZEN, WILLIAM
Angela Korsmo made the motion to issue an initial, two-year license. Second by Mike Bitz. Motion carried. Board members who voted in agreement were Greg Allen, Nick Archuleta, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann, Don Paulsrud and Marlene Srock. Mr.Luetzen’s license application was before the Board due to her background check.

KIELPINSKI, NANCY
A motion was made by Nick Archuleta for the office to contact Ms. Kielpinski for a response to the February 10th letter. Second by Greg Allen. Motion carried. Board members who voted in favor were Greg Allen, Nick Archuleta, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann, Don Paulsrud and Marlene Srock. Mike Bitz did not vote.

MCCONNELL, MELISSA
After much discussion, Angela Korsmo made to dismiss the case. Second by Marlene Srock. . Motion carried. Board members who voted yes were Mike Bitz, Mary Eldredge-Sandbo, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. Board members who voted no were Greg Allen, Greg Allen, Mike Heilman and Don Paulsrud. Ms. McConnell’s license was before the Board due to a possible fine.

MULSKE, CLEONE
Mike Heilman made a motion to proceed with formal disciplinary action and offer an informal settlement agreement of a $250 fine. Second by Mike Bitz. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann, Don Paulsrud and Marlene Srock. Ms. Mulske is employed with Hazelton Public Schools as a high school business and physical education instructor. Her license was before the Board because she was engaged in the profession of teaching while not holding a current license. NDCC 15.1-13-25(1)(h) & 15.1-13-17(1)

ODDEN, ALFRED
Nick Archuleta made the motion to issue a one-year, sub license. Second by Mary Eldredge-Sandbo. Motion carried. Board members who voted in favor were Greg Allen, Nick Archuleta, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann, Don Paulsrud and Marlene Srock. Mr. Odden’s license application was before the Board due to his background check.

TROM, CHAD
A motion was made by Mike Bitz to issue a re-entry license. Second by Angela Korsmo. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann, Don Paulsrud and Marlene Srock. Mr. Trom’s license application was before the Board due to his background check.

TROTTIER, PAOLA
A motion was made by Greg Allen to proceed with formal disciplinary action and offer an informal settlement agreement of a $250 fine. Second by Rod Jonas. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Rod Jonas, Amy Mann, Don Paulsrud and Marlene Srock. Ms. Trottier’s license was before the Board because she was engaged in the profession of teaching while not holding a current license. She is employed with Rugby Public Schools as a business education instructor. NDCC 15.1-13-25-(1)(h) & 15.1-13-17(1)

WEBER, KAYLA
Mike Heilman made a motion to proceed with formal disciplinary action and offer an informal settlement agreement of a $250 fine. Second by Rod Jonas. Motion carried. Board members who voted in agreement were Greg Allen, Nick Archuleta, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Rod Jonas, Amy Mann, Don Paulsrud and Marlene Srock. Angela Korsmo voted note. Ms. Weber’s license was before the Board because she was engaged in the profession of teaching while not holding a current license. She is employed with Lewis/Clark Elementary School in Williston as a kindergarten teacher. NDCC15.1-13-25(1)(h) & 15.1-13-17(1)
