The Education Standards and Practices Board (ESPB) meeting was called to order by board chair, Don Paulsrud. Board members who attended were Greg Allen, Nick Archuleta, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Amy Mann and Marlene Srock. Others who attended the meeting were Amy Folkestad, Diane Weber and Janet Welk from ESPB, Matt Strinden and Alison Dollar from DPI, Wayne Kutzer from Career and Tech Education, Teri Finneman from the Forum, Joan Heckman from District 23, David Monson from District 10, RaeAnn Kelsch from District 34, Shawn Huss from WilMac Special Education, Leann Nelson from NDEA, Mari Bell from West Fargo Special Education, John Porter from South Valley Special Education, Tracy Klein from Morton-Sioux Special Education, Doug Johnson from NDCEL, Della Thorson and Lisa Feldner from ITD and Shelli Earlsley and Scott Bailly from Eide/Bailly.

Rod Jonas did not attend the meeting.

Introductions were held and a welcome extended by Don Paulsrud. A recap was done regarding the educator legislative info meeting held on January 11th. The meeting was to gather legislators input and provide insight into the licensure process/issues.

Tracy Klein provided a report from the special education group regarding special education licensure. At the January 11th meeting, a subcommittee was developed to work on special education standards, special education licensure, special education testing and special education endorsements.
ReaAnn Kelsch provided background information on HB 1270.

CASES
MILLER, JAMES
No action was taken against Mr. Miller’s license.

LAQUA, RICHARD
The Board directed Janet to contact the courts regarding the two felony charges and also contact Mr. LaQua for his response. Mr. LaQua was employed with Jamestown Public Schools as a technology instructor.

KITZENBERG, LESLIE
A motion was made by Mike Bitz to seek further information. The Board directed Janet to contact a private investigator to research the potential violations. Second by Angela Korsmo. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Amy Mann, Don Paulsrud and Marlene Srock. Mr. Kitzenberg’s license was before the Board due to a request for inquiry that was filed. He is a substitute teacher with Williston Public Schools.

PLECITY, LARISSA
Mike Heilman made the motion to dismiss the case. Second by Nick Archuleta. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Amy Mann, Don Paulsrud and Marlene Srock. Ms. Plecity’s license was before the Board due to a possible beach of contract. She was employed with Kensal Public Schools as a math instructor.

STEINER, WAYNE
No action was taken against Mr. Steiner’s license.

VAN ZEE, BARRY
A motion was made by Greg Allen to proceed with formal disciplinary action against his license and offer a settlement agreement of $250 fine. Mike Heilman seconded the motion. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mary Eldredge-Sandbo, Mike Heilman, Amy Mann, Don Paulsrud and Marlene Srock. Mike Bitz and Angela Korsmo voted no. Mr. Van Zee’s license was before the Board due to teaching without a valid license. He is employed with McClusky Public Schools as a biology teacher. NDCC 15.1-13-24 & NDCC 15.1-13-25

ADMINISTRATIVE CASE
ROEMMICH, ROSS
A motion was made by Don Paulsrud to dismiss the case. Second by Angela Korsmo. Motion carried. Administrative board members who voted in agreement were Greg Allen, Nick Archuleta, Mike Bitz, Mike Heilman, Angela Korsmo and Don Paulsrud. Mr. Roemmich’s license was before the Board due a request for inquiry that was filed. He is an administrator at Bottineau Public Schools.

Greg Allen made a motion to approve the December, 2011 minutes. Second by Mary Eldredge-Sandbo. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Amy Mann, Don Paulsrud and Marlene Srock.

A motion was made by Angela Korsmo approving the December, 2011 financial report. The December financial report showed $63,607.30 in total income, $66,785.01 in total expenses, with a net income of minus $3,177.71. Board members who voted in favor were Greg Allen, Nick Archuleta, Mike Bitz, Mary Eldredge-Sandbo, Mike Heilman, Angela Korsmo, Amy Mann, Don Paulsrud and Marlene Srock.

Eide Bailly Technology Consulting performed an independent assessment of the ESPB online application and data project. The assessment include reviewing the history of the project for the purposes of identifying the root cause of issues associated with the project. The information gathered for the assessment included interviews with various ESPB, DPI, ITD and Nexus Innovations personnel involved in the project. A written report was provided to the Board.

The meeting was adjourned at 3:00.
