The Education Standards and Practices Board (ESPB) meeting was called to order by board chair, Don Paulsrud.   Board members who attended were Greg Allen, Nick Archuleta, Mike Bitz, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.  Others who attended the meeting were Diane Weber and Janet Welk from ESPB, LeAnn Nelson from NDEA, Bob Pope from Nexus Innovations,
Ines Bosworth and Jerry Deluca from ETS.

Mike Heilman did not attend the meeting.

A motion was made by Nick Archuleta to add the June 30, 2009 audit report to the agenda.  Second by Angela Korsmo. Motion carried.  Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. 

A motion was made by Greg Allen to approve the November minutes.  Second by Rod Jonas.  Motion carried.  Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.  

Angela Korsmo made a motion to approve the November financial report.  Second by Marlene Srock.  Motion carried. Board members who voted in favor were Greg Allen, Nick Archuleta, Mike Bitz, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.  The November financial statement showed total income received $32,916.17; total expenses $76,504.41 with a minus $43,588.24.  Typically, October, November and December are low revenue months for the office.

Nick Archuleta made the motion to approve the November licensure report.  Second by Greg Allen.  Motion carried.  Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock. The licensure report showed 245 total licenses issued.

Janet informed the Board of the online application process.  Since mid-November, Janet, Amy, and Vida continue with the 7:30 am conference calls with Nexus.  Jordon Pope is a main contact, with Nathaniel Olson as the secondary contact.  Nexus meets with Janet to maintain updates on the status of work being completed and the dollars spent.   It is planned to start field testing the second week of January, with   final   completion   on January 31, 2011.    In   order to complete the Nexus project,

additional monies are needed.  Greg Allen made a motion giving Janet the authority to pull out one of the CD’s and using $53,900 toward the completion of the project.  Second by Nick Archuleta second.  Motion carried.  Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.   Janet informed the Board there is a legislative bill asking for contingency funds for maintenance of Nexus project; $250,000 is earmarked for ESPB.

Janet will be signing the new 2010-15 NASDTEC Interstate Agreement (professional practices).  North Dakota has always signed the agreement with every state for traditional programs, but we have not signed for the non-traditional programs.

Susan Forster, math teacher from Bismarck High School, is the newest nationally certified teacher in North Dakota.  North Dakota now has 27 active, nationally certified teachers in the classroom.

The Board reviewed the 2008-2009 audit report and summarized findings (page 18) from Mahlum Goodhart, PC.    Nick Archuleta made the motion to approve the audit report.  Second from Angela Korsmo.  Motion carried.  Board members who voted in favor were Greg Allen, Nick Archuleta, Mike Bitz, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.   

January 18-21, 2011 is the scheduled date for United Tribes Technical College program review.

Rod reported on the morning activities from the licensure subcommittee.  Mike Bitz made the motion to accept the licensure subcommittee’s recommendation for the cut score of 158 from the multistate validation study for Art, test code 0134.  Second by Marlene Srock.  Motion carried.   Board members who voted in agreement were Greg Allen, Nick Archuleta, Mike Bitz, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.   The multistate review was conducted as the art test was revised to meet current standards.

Ines Bosworth and Jerry DeLuca from ETS provided the education component for December meeting.  The Board would like a comparison developed for ETS and Pearson, testing companies.

CASES
BERNIER, MELANIE
A motion was made by Greg Allen to issue a subsequent five-year license.  Second by Nick Archuleta.  Motion carried.  Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.   Ms. Bernier’s license renewal was before the Board because she checked yes to question #3, sections two of the renewal form.  She is employed with Bismarck Public Schools as a Spanish teacher.

GRUENEICH, JAMI
Rod Jonas made a motion to proceed with formal disciplinary action against her license and offer a settlement agreement of a $250 fine.  Second by Mike Bitz.  Motion carried.  Board members who voted in favor were Greg Allen, Nick Archuleta, Mike Bitz, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.  Ms. Grueneich’s license was before the Board because she was engaged in the profession of teaching while not holding a current license.   She is employed with West Fargo Public Schools as a special education instructor.  NDCC 15.1-13-25(1) (h) & 15.1-13-17(1)

HARRISON, ELLEN
A motion was made by Mike Bitz to issue a re-entry, two year license.  Second by Nick Archuleta.  Motion carried.  Board members who voted in favor were Greg Allen, Nick Archuleta, Mike Bitz, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.  Ms. Harrison’s license was before the Board due to her background check. 

HASTINGS, PATRICIA
A motion was made by Greg Allen to proceed with formal disciplinary action against her license and offer a settlement agreement of a $250 fine.  Second by Angela Korsmo.  Motion carried.  Board members who voted in favor were Greg Allen, Nick Archuleta, Mike Bitz, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.  Ms. Hastings’ license was before the Board because she was engaged in the profession of teaching while not holding a current license.  She is employed with Winship Elementary School in Grand Forks.  NDCC 15.1-13-25(1) (h) & 15.1-13-17(1)

HENDRICKSON, LISA
Nick Archuleta made the motion to proceed with formal disciplinary action against her license and offer a settlement agreement of a $250 fine.  Second by Mike Bitz.  Motion carried.  Board members who voted in favor were Greg Allen, Nick Archuleta, Mike Bitz, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.  Ms. Hendrickson’s license was before the Board because she was engaged in the profession of teaching while not holding a current license.  She is employed with Linton Public Schools as a special education instructor.  NDCC 15.1-13-25(1) (h) & 15.1-13-17(1)

Nick then made a second motion to contact the administrator of Linton Public Schools, Alan Bjornson, for an explanation regarding why Ms. Hendrickson was employed during the 2009-10 and part of 2010-11 school year without holding a current license.  Second by Greg Allen.  Motion carried.   Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.  Mr. Bjornson has ten days to response to the letter.

JASCHOB-HOOVESTOL, MICHELLE
The Board agreed to accept the $250 fine which Ms. Jaschob-Hoovestol paid when she renewed her license.  She is employed with Custer Elementary School in Mandan as an elementary and special education teacher.   NDCC 15.1-13-25(1)(h) & 15.1-13-17(1)

KILBER, CORNEL
Rod Jonas made the motion to contact the Grand Forks School district regarding Mr. Kilber’s dismissal.  Second by Nick Archuleta.  Motion carried.  Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.  Mr. Kilber was employed with Schroeder Middle School as an industrial tech and business education instructor.

MEHLHOFF, KIM
Bill Peterson informed the Board his office is still searching for the whereabouts on Mr. Mehlhoff.  A request for inquiry was filed by Mr. Mehlhoff’s employer, Velva Public School.

SMITH, MICHAEL
A motion was made by Mike Bitz to issue an initial, two-year license.  Second by Angela Korsmo.
Motion carried.  Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Angela Korsmo, Rod Jonas, Amy Mann and Marlene Srock.  Mr. Smith’s license application was before the Board due to his background check. 

The meeting was adjourned at 2:00.
