The Education Standards and Practices Board (ESPB) meeting was called to order by vice chair, Don Paulsrud. Board members who attended were Greg Allen, Nick Archuleta, Mike Bitz, Angela Korsmo, Rod Jonas, Erin Mowers, Vicki Riegler and Marlene Srock. Office personnel who attended were Diane Weber and Janet Welk. Others who attended were Bill Peterson from the Attorney General’s Office, LeAnn Nelson from North Dakota Education Association, Doug Johnson from North Dakota Council of Educational Leaders and guest speaker, Lois Myran from Department of Public Instruction.
Paul Johnson was not available for the meeting. Angela left at noon; therefore was not part of board case action.
A motion was made by Greg to approve the August minutes. Second by Nick. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Angela Korsmo, Rod Jonas, Erin Mowers, Don Paulsrud, Vicki Riegler and Marlene Srock.
Mike made a motion approving the August, 2009 financial report. Second by Vicki. Motion carried. Board members who voted in favor were Greg Allen, Nick Archuleta, Mike Bitz, Angela Korsmo, Rod Jonas, Erin Mowers, Don Paulsrud, Vicki Riegler and Marlene Srock. The August financial report showed $93,761.72 in total revenue received; total expenses incurred $49,692.56, with a net income of $44,069.16. A $50,000 transfer from checking was made; the funds were placed into a new Starion CD. In January, 2009, a CD from Security 1st in the amount of $108,685.09 was cashed, $80,000 of the funds was used as payment for the online application Nexus programming. The remainder $28,685.09 was part of the $50,000 transfer which was used to open the new Starion CD.
Greg then made the motion approving the licensure report. Second by Angela. Motion carried. Board members who voted in agreement were Greg Allen, Nick Archuleta, Mike Bitz, Angela Korsmo, Rod Jonas, Erin Mowers, Don Paulsrud and Marlene Srock. The August licensure report showed 525 total licenses issued.
The Board reviewed the director’s report. A motion was made by Greg approving the July 1, 2010 final reading of the Administrative Rules. Second by Erin. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Angela Korsmo, Rod Jonas, Erin Mowers, Don Paulsrud, Vicki Riegler and Marlene Srock. Board discussion was done regarding the upcoming joint board meeting and H1N1 possible outbreak.
A presentation was done by Lois Myran from DPI on professional development (HB 1400).
BOARD CASES
BECK, JEFF
A motion was made by Greg to issue a subsequent, five-year license renewal. Second by Vicki. Motion carried. Board members who voted in agreement were Greg Allen, Nick Archuleta, Mike Bitz, Rod Jonas, Erin Mowers, Don Paulsrud, Vicki Riegler and Marlene Srock. Mr. Beck’s license renewal was before the Board because he had checked yes to question #3, sections two of the renewal form. He is employed at Minot Public Schools as a social studies instructor.
CHAING, JOSEPH
Rod made the motion issue an initial, two-year license, provided no additional information appears on his background check. Second by Erin. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Rod Jonas, Erin Mowers, Don Paulsrud, Vicki Riegler and Marlene Srock. Mr. Chaing’s application was before the Board because he had checked yes to question #3, sections two of the application form. He was issued a 40-day provisional license. Mr. Chaing is teaching at Warwick Public Schools as a history teacher.
ELLINGSON, BECKY
Nick made a motion to issue a two-year, reentry license. Second by Vicki. Motion carried. Board members who voted yes were Nick Archuleta, Mike Bitz, Don Paulsrud, Vicki Riegler and Marlene Srock. Board members who voted no were Greg Allen, Rod Jonas and Erin Mowers. Ms. Ellingson’s license was before the Board because of her background check.
GERNTHOLZ, MARIAN
A motion was made by Rod to proceed with formal disciplinary action and offer a settlement agreement of a $100 fine. Second by Erin. Motion carried. Board members who voted yes were Rod Jonas, Erin Mowers, Don Paulsrud, Vicki Riegler and Marlene Srock. Board members who voted no were Nick Archuleta and Mike Bitz. Greg Allen did not vote. Ms. Gerntholz’s file was before the Board because she was engaged in the profession of teaching while not holding a valid teaching license. She substitute taught at the Sheyenne Valley Area Career/Tech Center. NDCC 15.1-13-25(1) (h) and 15.1-13-17(1)
HANZAL, TRACY
Bill is continuing his investigation. He indicated completion within a few weeks.
LADUCER, JERILYN
A motion was made by Rod to dismiss the request for inquiry. Second by Nick. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Rod Jonas, Erin Mowers, Don Paulsrud, Vicki Riegler and Marlene Srock. Mr. Laducer’s license was before the Board due to an arrest charge; the charges have since been dropped. Mr. Laducer is employed as an elementary and special education instructor at Turtle Mt. Community Middle School.
LENNIE, SHANNON
Much discussion was done by the Board. The office will be contacting Mr. Lennie and his administrator regarding when he was pulled from the classroom and what he was teaching. Mr. Lennie’s license is before the Board due to a possible fine and teaching on an expired middle school endorsement. He is currently employed at Beulah Middle School.
KLIMPEL, JESSY
A motion was made by Greg to issue an initial, two-year license. Second by Mike. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Rod Jonas, Erin Mowers, Don Paulsrud and Vicki Riegler and Marlene Srock. Mr. Klimpel’s license was before the Board because he checked yes to question #3, sections two the application form.
SMITH, ELIZABETH
Rod made the motion to issue an alternative access license. Second by Nick. Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Mike Bitz, Rod Jonas, Erin Mowers, Don Paulsrud, Vicki Riegler and Marlene Srock. Ms. Smith’s license application was before the Board because of her background check.
