The Education Standards and Practices Board (ESPB) meeting was called to order by board chair, Paul Johnson. Board members who attended were Nick Archulta, Mike Bitz, Angela Korsmo, Rod Jonas, Erin Mowers, Don Paulsrud, Vicki Riegler and Marlene Srock. Others who attended the meeting were Diane Weber and Janet Welk from ESPB, Bill Peterson from the Attorney General’s Office, LeAnn Nelson from NDEA and Linda Paluck and Bob Marthaller from DPI.
Mike Bitz and Vicki Riegler were present after the approval of the minutes, financial and licensure report. Greg Allen did not attend the meeting.
Janet asked to include board cases Ryan Hanson, Tracy Hanzel and Irene Livermore to the agenda.
Rod made a motion approving the April, 2009 minutes. Second by Don. Motion carried. Board members who voted yes were Nick Archuleta, Angela Korsmo, Paul Johnson, Rod Jonas, Erin Mowers, Don Paulsrud and Marlene Srock.
A motion was made by Don approving the April, 2009 financial reports. Second by Marlene. Motion carried. Board members who voted in favor were Nick Archuleta, Angela Korsmo, Paul Johnson, Rod Jonas, Erin Mowers, Don Paulsrud and Marlene Srock The April financial statement showed $40,058.74 in total income received; $36,173.24 in total expenses incurred with a net income of $3,885.50. It was noted, 40 five-year license renewals are pending. These licenses are complete and will be issued at the end of the 2008-2009 school year. NDCC 15.1-13-19
Angela made the motion approving the licensure report. Second by Erin. Motion carried. Board members who were in favor were Nick Archuleta, Angela Korsmo, Paul Johnson, Rod Jonas, Erin Mowers, Don Paulsrud and Marlene Srock The April, 2009 licensure report showed 355 total licenses issued.
Janet reviewed the administrative rules draft with the Board.
The retreat will be held at Jamestown College, June 22 thru 24. For the upcoming June retreat, the Board would like to discuss the following items: substitute teaching license, visionary/input/guiding principles for professional development and review administrative rules changes.
Marlene provided the Professional Development subcommittee summary. A motion was made by Vicki to approve the project coordinator job description for the ND Teacher Support System Project but add or the ability to obtain a ND teaching license. Second by Nick. Motion carried. Board members who voted yes were Nick Archuleta, Mike Bitz, Paul Johnson, Angela Korsmo, Erin Mower, Don Paulsrud, Vicki Riegler and Marlene Srock. The job posting would take place in May and the interviews by June. The interview team would consist of Janet Welk, Paul Johnson, Rod Jones and a representative from NDEA and NDCEL.
A motion was made by Rod to endorse NSDC’s professional development definition and standards as the vision for ESPB and to implement the new professional development vision as a teachable document for North Dakota. Second by Erin. Motion carried. Board members who voted yes were Nick Archuleta, Mike Bitz, Angelo Korsmo, Paul Johnson, Rod Jones, Erin Mowers, Don Paulsrud, Vicki Riegler and Marlene Srock
CASES
Hanson, Ryan
A motion was made by Angela to issue a subsequent five-year license. Mr. Hanson will be placed on the June agenda. Second by Rod. Motion carried. Board members who voted yes were Nick Archuleta, Mike Bitz, Angela Korsmo, Paul Johnson, Rod Jonas, Erin Mowers, Don Paulsrud, Vicki Riegler and Marlene Srock. The Board will review the June report from the Center of Solutions at the retreat. Mr. Hanson’s license is before the Board due to noncompliance of an improvement plan. He is an elementary teacher at Minnewaukan Public Schools.
Hanzal, Tracy
Rod made the motion to grant the application for renewal. Granting the license does not have any effect on the pending disciplinary action. The application renewal is to prevent duplication of action. Second by Don. Motion carried. Board members who voted yes were Nick Archuleta, Mike Bitz, Angela Korsmo, Rod Jonas, Paul Johnson, Erin Mowers, Don Paulsrud, Vicki Riegler and Marlene Srock. Mr. Hanzal’s license renewal was before the Board due to formal disciplinary action taken in June 2008, which resulted in an unsigned settlement agreement. A request for inquiry was filed by Stanley High School. Mr. Hanzel is now employed at Dakota Memorial School as a math and business education instructor.
Livermore, Irene
A motion was made by Rod to accept Ms. Livermore’s recommenders from Minnewaukan Public School. Second by Nick. Motion carried. Board members who voted in favor were Nick Archuleta, Mike Bitz, Angela Korsmo, Rod Jonas, Paul Johnson, Erin Mowers, Don Paulsrud, Vicki Riegler and Marlene Srock.
Moormann, Pamela
A motion was made by Mike to proceed with disciplinary action and offer a settlement agreement of a $250 fine. Second by Erin. Motion carried. Board members who voted yes were Nick Archuleta, Mike Bitz, Angela Korsmo, Rod Jonas, Paul Johnson, Erin Mowers, Don Paulsrud, Vicki Riegler
and Marlene Srock. Ms. Moormann’s license was brought before the Board because she was engaged in the profession of teaching while not holding a current license. She is employed at Dickinson High School as a family and consumer science teacher. NDCC 15-1-13-17(1) & 15-1-13-25(1)(h)
Nordmark, Vanessa
Nick made the motion to issue an initial, two-year license. Second by Don. Motion carried. Board members who voted yes were Nick Archuleta, Mike Bitz, Angela Korsmo, Rod Jonas, Paul Johnson, Erin Mowers, Don Paulsrud, Vicki Riegler and Marlene Srock. Ms. Nordmark’s license request was before the Board due to her background check.
Selseth, Arthur
No Board action was taken.
Tomac, Deanna
A motion was made by Don to accept Ms. Tomac’s recommendations from the Elgin School district and issue a two-year, out-of-state reciprocal license. Second by Nick. Motion carried. Board members who voted in favor were Nick Archuleta, Mike Bitz, Angela Korsmo, Rod Jonas, Paul Johnson, Erin Mowers, Don Paulsrud, Vicki Riegler and Marlene Srock.
The meeting adjourned at 2:00.
