Minutes - Conference Call

The Education Standards and Practices Board (ESPB) meeting was called to order by board chair, Paul Johnson.   Board members who attended were Greg Allen, Nick Archulta, Rod Jonas, Erin Mowers, Don Paulsrud, Vicki Riegler and Marlene Srock. Others who attended the meeting were Diane Weber and Janet Welk from ESPB, Bill Peterson from the Attorney General’s Office, LeAnn Nelson from the North Dakota Education Association and Troy Schuchard.

Mike Bitz and Angela Korsmo were not present.

A motion was made by Rod approving the January 2009 minutes.  Second by Don.  Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Paul Johnson, Rod Jonas, Erin Mowers, Don Paulsrud, Vicki Riegler and Marlene Srock. 

A motion was then made by Greg approving the January 2009 financial report.  Second by Rod.   Board members who voted in agreement were Greg Allen, Nick Archuleta, Paul Johnson, Rod Jonas, Erin Mowers, Don Paulsrud, Vicki Riegler and Marlene Srock.  The financial statement showed $51,100.75 in total revenue received, $38,159.52 total expenses incurred with a net income of $12,941.23.
 
Don made the motion approving the January, 2009 licensure report.  Second by Erin.  Motion carried.  Board members who were in favor were Greg Allen, Nick Archuleta, Paul Johnson, Rod Jonas, Erin Mowers, Don Paulsrud, Vicki Riegler and Marlene Srock. The licensure report showed 401 total licenses issued.

Rod summarized the discussion of the licensure subcommittee conference call.

ADMINISTRATIVE CASES
Cascaden, Steven
Paul made the motion to proceed with formal disciplinary action.  Second by Don.  Motion carried. Administrative board members who voted in favor were Greg Allen, Paul Johnson, Erin Mowers and Don Paulsrud.  Erin then made the motion to offer a settlement agreement of a $250 fine.  Second by Don.  Motion carried.  Administrative board members who voted yes were Greg Allen, Paul Johnson, Erin Mowers and Don Paulsrud.  Mr. Cascaden is an administrator with the Parshall Public Schools.   He knowingly placed an unlicensed teacher into the classroom.  NDCC 15-1-13-17(1) &15-1-13-25(1)(h) and 67.1-03-01-03(11)

Gourneau, Gerald
The Administrative board reviewed Mr. Gourneau’s improvement plan.

CASES
Bodel, Ryan
A motion was made by Nick to issue a 40-day provisional license.  Second by Rod.  Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Paul Johnson, Rod Jonas, Don Paulsrud, Vicki Riegler and Marlene Srock.   Erin Mowers voted no.  Mr. Bodel’s license request  was brought to the Board due to his background check.

Campbell, Graham
Don made the motion to issue an initial, two-year license.  Second by Marlene.  Motion carried.  Board members who voted yes were Nick Archuleta, Paul Johnson, Rod Jonas, Erin Mowers, Don Paulsrud, Vicki Riegler and Marlene Srock.  Greg Allen did not vote.  Mr. Campbell’s license request was brought to the Board due to his background check.

Clark, Mark
A motion was made by Nick to contact Standing Rock Community School for detailed information regarding Mr. Clark’s misuse of funds as the athletic/activities director in 2006-07.  Second by Erin.  Motion carried.   Board members who voted in favor were Greg Allen, Nick Archuleta, Paul Johnson, Rod Jonas, Erin Mowers, Don Paulsrud, Vicki Riegler and Marlene Srock.  Mr. Clark checked yes to question 4, section two of the renewal application.

Cockrell, Diane
Golden Valley School District notified the Board of the Ms. Cockrell’s resignation due to a medical condition.  Rod made the motion for ESPB office staff to not renew Ms. Cockrell’s licensed but bring her renewal request to the Board. Second by Don.  Motion carried.  Board members who voted in agreement were Greg Allen, Nick Archuleta, Paul Johnson, Rod Jonas, Erin Mowers, Don Paulsrud, Vicki Riegler and Marlene Srock.   Ms. Cockrell’s license will expire in June, 2009.

Gunderson, Anna
Rod made a motion to issue an initial, two-year license.  Second by Nick.  Motion carried.   Board members who voted in agreement were Greg Allen, Nick Archuleta, Paul Johnson, Rod Jonas, Erin Mowers, Don Paulsrud, Vicki Riegler and Marlene Srock.  Ms. Gunderson’s license application was brought to the Board because of her background check.

Hogue, Melinda
Rod made the motion to obtain further information regarding Ms. Hogue’s contract duties; such as where she is teaching, percent of time, etc.  Second by Nick.  Motion carried.  Board members who voted in favor were Greg Allen, Nick Archuleta, Paul Johnson, Rod Jonas, Erin Mowers, Don Paulsrud, Vicki Riegler and Marlene Srock.    Ms. Hogue’s file was brought to the Board due to a possible fine.

Houska, Chris
A motion was made by Don to proceed with formal disciplinary action and offer a settlement agreement of a $250 fine.  Second by Vicki.  Motion carried.  Board members who voted yes were Greg Allen, Nick Archuleta, Paul Johnson, Rod Jonas, Erin Mowers, Don Paulsrud, Vicki Riegler and Marlene Srock. Ms. Houska was engaged in the profession of teaching while not holding a valid license.  She is employed at Upper Valley Special Education Unit in speech language pathology.

Lagein, Krystle
A motion was made by Greg to issue an initial, two-year license.  Second by Nick.  Motion carried. Board members who voted yes were Greg Allen, Nick Archuleta, Paul Johnson, Rod Jonas, Erin Mowers, Don Paulsrud, Vicki Riegler and Marlene Srock.  Ms. Lagein’s license request was before the Board because of her background check.

Jones, James
Nick made the motion to issue an initial, two-year license.  Second by Vicki.  Motion carried.  Board members who voted in favor were Greg Allen, Nick Archuleta, Paul Johnson, Rod Jonas, Erin Mowers, Don Paulsrud, Vicki Riegler and Marlene Srock.  Mr. Jones’ license application was before the Board because he had checked yes to question #4, section two of the application form.

Schuchard, Troy
Don made the motion to issue an initial, two-year license.  Second by Marlene.  Motion carried.  Board members who voted in agreement were Greg Allen, Nick Archuleta, Paul Johnson, Rod Jonas, Erin Mowers, Don Paulsrud, Vicki Riegler and Marlene Srock.  Mr. Schuchard’s application was before the Board because of his background check. 

Van Klootwyk, Stephanie
No action was taken by the Board.  Ms. Van Klootwyk’s license renewal was before the Board due to a possible fine.

The meeting was adjourned at 3:00.  The next board meeting will be held on March 10.
