Board Minutes - Conference Call

The Education Standards and Practices Board (ESPB) meeting was called to order by Pam Cronin, Board chair.  Board members present were Nick Archuleta, Greg Allen, Kathy Kiedrowski, Angela Korsmo, Neil Nordquist, Don Paulsrud, Marlene Srock and Dan Vainonen.  Staff personnel who attended the meeting were Diane Weber and Janet Welk. Visitors were Janelle Cole from the Associated Press, Bill Peterson from the Attorney General’s Office, LeAnn Nelson from the North Dakota Education Association, Sam Azure, Tom Disselhorst and Michael Hove.

Board member, Paul Johnson did not attend the meeting.  Greg Allen joined the conference call at 1:10 pm.

A motion was made by Don to add Cynthia Schiele and Amy Nordstrom as cases to the February agenda.  Second by Dan.  Motion carried.   Board members who voted yes were Nick Archuleta, Pam Cronin, Kathy Kiedrowski, Angela Korsmo, Neil Nordquist, Don Paulsrud, Marlene Srock and Dan Vainonen. 

CASES
Nyre, Jonathan
Neil made a motion to issue an initial, two-year license.  Second by Don.  Motion carried.  Board members who voted yes were Greg Allen, Nick Archuleta, Pam Cronin, Kathy Kiedrowski, Angela Korsmo, Neil Nordquist, Don Paulsrud, Marlene Srock and Dan Vainonen. Mr. Nyre’s application request was brought before the Board due to an incident which appeared on his background check.

Dahl, Holly
The ESPB has no authority to override the administrative rule regarding the alternative access license content shortage area. A motion was then made by Greg to dismissSecond by DonMotion carriedBoard members who voted yes were Greg Allen, Nick Archuleta, Pam Cronin, Kathy Kiedrowski, Angela Korsmo, Neil Nordquist, Don Paulsrud, Marlene Srock and Dan Vainonen.  Mandaree Public School asked the Board to consider elementary education or geographic location as a critical shortage area.   Ms. Dahl has been hired as a 7th grade teacher at Mandaree.  She was retired and is now employed; but is not allowed to receive TFFR retirement benefits.   67.1-02-04-01

Anderson, Rachel
Much discussion was done.  Don made a motion to seek additional information; 1) a copy of the master contract 2) the school board policy on contract releases and 3) Rachel’s current status with
Upper Valley Special Education Unit.  Second by Neil.   Motion carried.   Board members who were in agreement were Greg Allen, Nick Archuleta, Pam Cronin, Kathy Kiedrowski, Angela Korsmo, Neil Nordquist, Don Paulsrud, Marlene Srock and Dan Vainonen.   Ms. Anderson’s license was bought before the Board due to a possible breach of contract.

Browne, Erica
Angela made the motion to issue an initial, two-year license.  Second by Nick.  Motion carried.  Board members who were in agreement were Greg Allen, Nick Archuleta, Pam Cronin, Kathy Kiedrowski, Angela Korsmo, Neil Nordquist, Don Paulsrud, Marlene Srock and Dan Vainonen. Ms. Browne’s application request was brought before the Board due to her background check.

Glueckert, Kevin
A motion was made by Neil to issue an initial, two-year license.  Second by Don.  Motion carried. 
Board members who were in favor were Greg Allen, Nick Archuleta, Pam Cronin, Kathy Kiedrowski, Angela Korsmo, Neil Nordquist, Don Paulsrud and Marlene Srock.  Mr. Glueckert’s application request was brought before the Board because of his background check.  Dan Vainonen did not vote.

Barber, Ralph
Nick made a motion to consider Mr. Barber’s license application at the April meeting.  Second by Angela.  Motion carried.  Board members who voted yes were Greg Allen, Nick Archuleta, Pam Cronin, Kathy Kiedrowski, Angela Korsmo, Neil Nordquist, Don Paulsrud, Marlene Srock and Dan Vainonen.  Janet will contact Mr. Barber to send his probation completion documentation. 

Boeshans, Jane
Angela made the motion to proceed with disciplinary action and offer a settlement agreement of a $150 fine.  Second by Kathy.  Motion carried.  Board members who voted yes were Greg Allen, Nick Archuleta, Pam Cronin, Kathy Kiedrowski, Angela Korsmo, Neil Nordquist, Don Paulsrud, Marlene Srock and Dan Vainonen.  Ms. Boeschans’ license was brought before the Board because she was engaged in the profession of teaching without a teaching license.  She is employed as a vocational resource teacher at Beulah Public Schools. NDCC 15-1-13-25(1)(h) & 15.1-13-17(1)

Dunn, Michelle
A motion was made by Marlene to issue an initial, two-year license.  Second by Dan.  Motion carried. Board members who were in agreement were Greg Allen, Nick Archuleta, Pam Cronin, Kathy Kiedrowski, Angela Korsmo, Neil Nordquist, Don Paulsrud, Marlene Srock and Dan Vainonen.  Ms. Dunn’s license application was brought before the Board due to her background check. 

Hoff, Jessica
Neil made the motion to proceed with disciplinary action and offer a settlement agreement of a $200 fine.  Second by Don.  Motion carried.  Board members who were in favor were Greg Allen, Nick Archuleta, Pam Cronin, Kathy Kiedrowski, Angela Korsmo, Neil Nordquist, Don Paulsrud, Marlene Srock and Dan Vanonen.  Ms. Hoff’s license was brought to the Board because she was engaged in the profession of teaching without a teaching license.  Ms. Hoff is employed at Washburn Public School as a business education instructor.  NDCC 15-1-13-25(1)(h) & 15.1-13-17(1)

Hopkins, Toviao
Bill Peterson reminded the Board that ESPB has no authority to extend the kindergarten endorsement.  NDCC 15.1-13-09

Hove, Matthew
Don made the motion to issue an initial, two-year license.  Second by Neil.  Motion carried.  Board members who were in favor were Greg Allen, Nick Archuleta, Pam Cronin, Kathy Kiedrowski, Angela Korsmo, Neil Nordquist, Don Paulsrud, Marlene Srock and Dan Vainonen.  Mr. Hove’s license request was brought before the Board due to his background check.

Sott, Kaye
A motion was made by Angela to proceed with disciplinary action and to offer a settlement agreement of a $100 fine.  Second by Kathy.  Motion carried.  Board members who voted yes were Greg Allen, Nick Archuleta, Pam Cronin, Kathy Kiedrowski, Angela Korsmo, Neil Nordquist, Don Paulsrud, Marlene Srock and Dan Vainonen.  Ms. Sott’s license was brought before the Board because she was engaged in the profession of teaching without a teaching license.  Ms. Sott is employed as a substitute teacher for Cavalier Public Schools.  NDCC 15-1-13-25(1)(h) & 15.1-13-17(1)

Volk, Cory
Don made a motion to proceed with disciplinary action and to offer a settlement agreement of a $250 fine.  Second by Greg.  Motion carried.  Board members who were in agreement were Greg Allen, Nick Archuleta, Pam Cronin, Kathy Kiedrowski, Angela Korsmo, Neil Nordquist, Don Paulsrud, Marlene Srock and Dan Vainonen.  Mr. Volk’s license was brought before the Board because he was engaged in the profession of teaching without a teaching license.  He is employed at Garrison High School as a biology and physical education instructor.  NDCC 15-1-13-25(1)(h) & 15.1-13-17(1)

Nordstrom, Amy
Greg made the motion to proceed with disciplinary action and offer a settlement agreement of a $50 fine.  Second by Angela.  Motion carried.  Board members who voted yes were Greg Allen, Nick Archuleta, Pam Cronin, Kathy Kiedrowski, Angela Korsmo, Neil Nordquist, Don Paulsrud, Marlene Srock and Dan Vainonen.  Ms. Nordstrom’s license was brought before the Board because she was engaged in the profession of teaching without a teaching license.  She is employed at Cavalier Public Schools as a social studies teacher. NDCC 15-1-13-25(1)(h) & 15.1-13-17(1)

Schiele, Cindy
Greg made the motion to proceed with disciplinary action an offer a settlement agreement of a $250 fine.  Second by Don.  Motion carried.  Board members who voted yes were Greg Allen, Nick Archuleta, Pam Cronin, Kathy Kiedrowski, Angela Korsmo, Neil Nordquist, Don Paulsrud, Marlene Srock and Dan Vainonen.  Ms. Schiele’s license was brought before the Board because she was engaged in the profession of teaching without a teaching license.  She is employed as a special education coordinator at Lake Region Special Education Unit in Devils Lake. NDCC 15-1-13-25(1)(h) & 15.1-13-17(1)

Administrative
Incognito, Elaine
Much discussion was done by the administrative board.  A motion was made by Pam to proceed with disciplinary action.  Second by Angela.  Motion carried.  Administrative board members who were in agreement were Greg Allen, Pam Cronin, Angela Korsmo, Kathy Kiedrowski and Dan Vainonen.  Angela then made the motion to revoke her license.  Second by Greg.  Motion carried.  Administrative board members who voted yes were Greg Allen, Pam Cronin, Angela Korsmo, Kathy Kiedrowski and Dan Vainonen.  Ms. Incognito’s revocation information will be placed on the National Clearinghouse.  She may not reapply for a license until her probation has been completed.  Ms. Incognito’s license was brought before the administrative board due to school embezzlement charges.  Her license did expire in January, 2008; the administrative board wanted to make sure she would not be able to obtain a license in another state.  NDCC 15.1-13.25(1)(d)(e)& 15.1-13-29& 28-32

Azure, Sam
Much discussion was done by the administrative board.  A motion was made by Greg to proceed with disciplinary action.  Second by Angela.  Motion carried.  Administrative board members who were in agreement were Greg Allen, Pam Cronin, Angela Korsmo, Kathy Kiedrowski and Dan Vainonen.  Angela then made a motion to authorize a letter of reprimand.  Second by Pam.  Motion carried.  Administrative board members who voted yes were Greg Allen, Pam Cronin, Angela Korsmo, Kathy Kiedrowski and Dan Vainonen.   Mr. Azure’s license was brought before the administrative board due to a code of ethics issue; providing false information to law enforcement.  He is employed at Theodore Jamerson Elementary School in Bismarck.    NDCC 15.1-13-25(1(d)(e)

Don made a motion to accept the ETS standards alignment matrix for the following tests so that group validation study panels can be contacted for the non-core subject areas.   The tests codes are physical education 10091,  reading  specialist 03000,  agriculture  0700,  early   childhood   special   education  0690, audiology, 0340, technology education 0050, guidance/counseling 0420, hard of hearing 0271 drama/theater 10640, gifted education 0357, health education 0550, psychology 0390, school psychology 0400, sociology 0950, speech pathology 0330 and visual impairment 0280.  The speech psychology and speech pathology test codes are what is used with the national professional association.  Second by Don.  Motion carried. Board members who voted yes were Nick Archuleta, Greg Allen, Pam Cronin, Angela Korsmo, Kathy Kiedrowski, Neil Nordquist, Don Paulsrud, Marlene Srock and Dan Vainonen.  The specific special education non-core will be validated in 2009.  The institutions will be informed regarding the test codes the Board had accepted.  The institutions will also be asked to submit nominations.

The January 2008 financial report showed $58,142.37 in total income received, total expenses $40,617.00 with a net income of $17,471.37.   A $25,000 transfer was made from checking into the Credit Union money market account.  Nick made the motion to approve the January financial report. Second by Don.  Motion carried.  Board members who were in agreement were Nick Archuleta, Greg Allen, Pam Cronin, Angela Korsmo, Kathy Kiedrowski, Neil Nordquist, Don Paulsrud, Marlene Srock and Dan Vainonen.  Janet reinvested some dollars.  These activities will be reflected in the February financial report.

The January 2008 licensure report revealed 472 total licenses issued.  Neil made the motion to approve the licensure report.  Second by Marlene.  Motion carried.  Board members who voted in favor were Nick Archuleta, Greg Allen, Pam Cronin, Angela Korsmo, Kathy Kiedrowski, Neil Nordquist, Don Paulsrud, Marlene Srock and Dan Vainonen.

NDSU has asked the Board to consider housing a professional development coordinator at the ESPB office.  Unless we would invite all institutions, the Board will not consider NDSU’s request at this time. At the present time, ESPB does not have office space to provide this service.

Neil reported that Minot State’s school psychology program just completed an accreditation review.  The accreditation review was met w/conditions.  Minot has two years to take care of the conditions. At this time, ESPB has standards regarding school psychology.  Minot is now required to inform all current students and incoming students, what the consequences could be if the conditions are not met.  What happens with licensure in North Dakota, when the review comes in and does not pass?  The Board would need to provide a state team to come up with standards and review Minot State’s school psychology program.
