The Education Standards and Practices Board (ESPB) meeting was called to order by Board chair, Chris Douthit. The board members present were Laura Carley (via conference call), Pam Cronin, Phil Eastgate, Kathy Kiedrowski (via conference call), Paul Johnson, Marianna Malm (via conference call), Neil Nordquist, Don Paulsrud and Dan Vainonen. ESPB office personnel who attended the meeting were Diane Weber and Janet Welk. Other individuals who attended were LeAnn Nelson from NDEA, Doug Bahr from the Attorney General’s office, Dwight Crabtree from Career/Tech Education, Janell Cole from Fargo Forum and Jenna Reis from University of Mary.
Laura Carley and Kathy Kiedrowski did not join the meeting until 1:00.
Originally the board meeting was to be a two-day meeting. Due to the fact that there were no legislative meetings/hearings; the meeting was one day and started at 10:00 am instead of 1:00 pm.
For the benefit of the guests and the conference call participants, introductions were made.
A motion was made by Dan to add Worrin Allsman as a board case and driver’s education credentials/minor equivalency endorsements to the agenda. Second by Don. Motion carried. Board members who voted yes were Pam Cronin, Chris Douthit, Phil Eastgate, Paul Johnson, Marianna Malm, Neil Nordquist, Don Paulsrud and Dan Vainonen.
A motion was made by Paul to approve the February 07 board minutes. Second by Neil. Motion carried. Board members who agreed were Pam Cronin, Chris Douthit, Phil Eastgate, Paul Johnson, Marianna Malm, Neil Nordquist, Don Paulsrud and Dan Vainonen.
Don then made the motion to approve the February 07 financial statement. Second by Paul. Motion carried. Board members who voted in favor were Pam Cronin, Chris Douthit, Phil Eastgate, Paul Johnson, Marianna Malm, Neil Nordquist, Don Paulsrud and Dan Vainonen. The February financial statement showed total income received $34,851.07, total expenses $33,315.07 with a net income of $1,536.00.
Phil made the motion approving the February 07 licensure report. Second by Pam. Motion carried. Board members who voted yes were Pam Cronin, Chris Douthit, Phil Eastgate, Paul Johnson, Marianna Malm, Neil Nordquist, Don Paulsrud and Dan Vainonen. The licensure report showed 258 total licenses issued.
Janet reminded the Board the terms for Laura Carley (school board representative), Chris Douthit and Marianna Malm (public school teacher representatives) will be expiring this spring. Phil Eastgate’s (school board representative) term is also expiring but could be reappointed. It was announced that Phil is the new director for the High School Activities Association. Individuals that would like to serve on the Board would need to contact the Governor’s Office. It is hoped the new Board members would be known at the time of the retreat and the new members would be able to attend the Board retreat. Paul and Chris volunteered to work on the summer retreat.
Bev and Amy have worked with DPI on the out-of-field teachers. The MISO3 reports revealed 700 teachers as being out-of-field. Bev and Amy have worked correcting coding issues and assisting the schools/teachers in getting the appropriate endorsements in place. Because of Bev and Amy’s efforts, only 5 teachers are still listed as being out-of-field.
Board discussion was held on the Jamestown College Program Approval Visitation. Neil made a motion to accept the math education program detailed response w/a student plan to be included in the requested August 1, 2007 report to PAAC. Second by Don. Motion carried. Board members in agreement were Pam Cronin, Chris Douthit, Phil Eastgate, Paul Johnson, Marianna Malm, Neil Nordquist, Don Paulsrud and Dan Vainonen. Neil than made a motion to have Janet work with the music content experts, who will be meeting in April, for acceptable recommendation’s on the music composite education program. Second by Phil. Motion carried. Board members who voted yes were Pam Cronin, Chris Douthit, Phil Eastgate, Paul Johnson, Marianna Malm, Neil Nordquist, Don Paulsrud and Dan Vainonen. A motion was made by Pam to have PAAC review and make a recommendation to the Board on the amended rejoinder for elementary education methods standards (50015.6). Second by Neil. Motion carried. Board members who were in favor were Pam Cronin, Chris Douthit, Phil Eastgate, Paul Johnson, Marianna Malm, Neil Nordquist, Don Paulsrud and Dan Vainonen.
The Board took a few minutes to review the DPI, unfilled teacher positions. The Board was surprised to see the 32 unfilled elementary education positions at the start of 2006-07.
The Attorney General contacted ESPB regarding the driver’s education credential. Confusion appears to be ESPB authority or DPI authority. The Board would like to proceed with caution, and research the driver’s education credential/major equivalency endorsements. Janet will meet with Anita Decker and Bill Peterson on legal issues, etc.
CASES
Erlandsen, Pam
Pam made a motion to issue a two year, out-of-state interim reciprocal license. Second by Dan. Motion carried. Board members who voted yes were Laura Carley, Pam Cronin, Chris Douthit, Phil Eastgate, Kathy Kiedrowski, Paul Johnson, Marianna Malm, Neil Nordquist, Don Paulsrud and Dan Vainonen. Ms. Erlandsen’s license application was brought before the Board due to her background check.
Thorstad, Amber
Don made a motion to proceed with disciplinary action and offer a settlement agreement of a $250 fine. Second by Neil. Motion carried. Board members who voted yes were Laura Carley, Pam Cronin, Chris Douthit, Phil Eastgate, Kathy Kiedrowski, Paul Johnson, Marianna Malm, Neil Nordquist, Don Paulsrud and Dan Vainonen. Ms. Thorstad is an elementary teacher at Westside Elementary School in West Fargo. NDCC 15.1-13-08 & 67.1-01-01-03
Champagne, Jon
A motion was made by Neil to table Board discussion until after March 28, Mr. Champagne’s hearing date. Second by Paul. Motion carried. Board members who were in agreement were Laura Carley, Pam Cronin, Chris Douthit, Phil Eastgate, Kathy Kiedrowski, Paul Johnson, Marianna Malm, Neil Nordquist, Don Paulsrud and Dan Vainonen.
Allsman, Worrin
Neil made a motion to proceed with disciplinary action and offer a settlement agreement of a $250 fine. Second by Don. Motion carried. Board members who voted yes were Laura Carley, Pam Cronin, Chris Douthit, Phil Eastgate, Kathy Kiedrowski, Paul Johnson, Marianna Malm, Neil Nordquist, Don Paulsrud and Dan Vainonen. Mr. Allsman is employed at Dakota Adventist Academy in Bismarck as a physical education instructor. NDCC 15.1-13-08 & 67.1-01-01-03
ADMINISTRATIVE CASE
Schneibel, Dan
A motion was made by Pam to proceed with disciplinary action. Second by Laura. Administrative board members who voted yes were Laura Carley, Pam Cronin, Phil Eastgate, Kathy Kiedrowski and Paul Johnson. Motion carried. A motion was then made by Pam to issue a letter of reprimand as a settlement agreement. Second by Laura. Motion carried. Administrative board members who voted yes were Pam Cronin, Phil Eastgate and Kathy Kiedrowski. Laura Carley and Paul Johnson voted no. Dan Vainonen did not cast a vote for either motion. The board meeting adjourned at 1:30. The next meeting will be on Wednesday, April 11th.
