2005 Board Minutes

August 17: Conference Call

Sakakawea Room, State Capitol, Bismarck, North Dakota

The Education Standards and Practices Board (ESPB) meeting was called to order by Dean U. Koppelman, chair via conference call. Board members who were present were Amy Benz, Laura Carley, Pam Cronin, Chris Douthit, Kathy Kiedrowski, Marianna Malm, Neil Nordquist and Dan Vainonen. Staff members who were present were Diane Weber and Janet Welk. Others present were Bill Peterson from Attorney General's office. Karen Kautzmann from Burleigh/Morton County Superintendent of Schools was also present via conference call.

Board member, Kirk Welstad was not available.

Cases

Polsfut, Kristine
There was much discussion on whether to treat this case as an administrative board or general board case. Since Ms. Polsfut does not hold an administrative credential and was functioning in the position as an educator, her file will be reviewed as a general board case. Bill Peterson will be contacting Ms. Polsfut's for a response to March 23, 2005 allegations. Ms. Polsfut is employed at Naughton Elementary School and for the Burleigh Co. Special Education Unit. The board would like to review this case at the September board meeting.

Kochena, Maynard
A motion was made by Amy to issue an initial, two-year license. Second by Chris. Motion carried. Board members who were in agreement were Amy Benz, Laura Carley, Pam Cronin, Chris Douthit, Kathy Kiedrowski, Dean U. Koppelman, Marianna Malm, Neil Nordquist and Dan Vainonen. Mr. Kochena's license request was brought to the board due to his background check.

Staael-Schill, Gayla
A motion was made by Marianna to issue an initial, two-year license. Second by Dan. Motion carried. Board members who voted yes were Amy Benz, Laura Carley, Pam Cronin, Chris Douthit, Kathy Kiedrowski, Dean U. Koppelman, Marianna Malm and Dan Vainonen. Neil Nordquist did not vote. Ms. Staael-Schill's license request was brought to the board because of her background check.

Stoa, Christina
A motion was made by Pam to issue an interim reciprocal, two-year license. Second by Neil. Motion carried. Board members who were in favor were Amy Benz, Laura Carley, Pam Cronin, Chris Douthit, Kathy Kiedrowski, Dean U. Koppelman, Marianna Malm, Neil Nordquist and Dan Vainonen. Ms. Stoa's license was brought to the board due to a possible fine. She has indicated on her license application and thru communication from school that she was subbing without holding a ND license. A letter will be written to Ms. Stoa indicating that there could still be disciplinary action taken implementing a fine.

Marianna made a motion to adjourn the meeting at 4:33. Second by Amy. Motion carried. Board members who were in agreement were Amy Benz, Laura Carley, Pam Cronin, Chris Douthit, Kathy Kiedrowski, Dean U. Koppelman, Marianna Malm, Neil Nordquist and Dan Vainonen. The next board meeting has been scheduled for Thursday, September 8.
