The Education Standard and Practices Board (ESPB) conference call meeting was called to order by board chair, Dean U. Koppelman. Board members present via conference call were Amy Benz, Laura Carley, Pam Cronin, Kathy Kiedrowski, Marianna Malm, Neil Nordquist, Dan Vainonen and Kirk Welstad. ESPB personnel present were Diane Weber and Janet Welk. Others present were LeAnn Nelson from the North Dakota Education Association, Roman Weiler ND Association of Non-public schools, Ed Hartwig from St. Anne's school system and Tonia Maher. Doug Bahr was available via conference call.
Board member, Chris Douthit was not available for the conference call.
A motion was made by Marianna to approve the December minutes as noted. Second by Kirk. Motion carried. Board members who were in agreement were Amy Benz, Laura Carley, Pam Cronin, Kathy Kiedrowski, Dean U. Koppelman, Marianna Malm, Neil Nordquist, Dan Vainonen and Kirk Welstad. Welstad. The December financial statement showed revenue of $29,092.00 expenses of $22,355.60 and a net income of $6,736.40. The December licensure report showed 273 total licenses issued. A motion was made by Kirk to approve the December financial report and licensure reports . Second by Dan. Board members who agreed were Amy Benz, Laura Carley, Pam Cronin, Kathy Kiedrowski, Dean U. Koppelman, Marianna Malm, Neil Nordquist, Dan Vainonen and Kirk
Janet asked to include Michael Underwood, Julie Jensen and David Norton as board cases. A motion was made by Laura to include as board case agenda items. Second by Marianna. Motion carried. Board members who agreed were Amy Benz, Laura Carley, Pam Cronin, Kathy Kiedrowski, Dean U. Koppelman, Marianna Malm, Neil Nordquist, Dan Vainonen and Kirk Welstad
CASES
Bell, Corrine
A motion was made by Amy to start disciplinary action against Ms. Bell's license and to offer an informal settlement agreement of a $250 fine. Second by Dan. Motion carried. Board members who voted yes were Amy Benz, Laura Carley, Pam Cronin, Kathy Kiedrowski, Dean U. Koppelman, Marianna Malm, Neil Nordquist, Dan Vainonen and Kirk Welstad. Ms. Bell is employed at Sykeston Public Schools as a biology teacher. NDCC 67.7-01-01-03
Crowe, Robert
Janet informed the board that Mr. Crowe is still on administrative leave. A motion was made by Neil to table any board action until the courts have made a decision. Second by Marianna. Motion carried. Board members who voted yes were Amy Benz, Pam Cronin, Kathy Kiedrowski, Dean U. Koppelman, Marianna Malm, Neil Nordquist, Dan Vainonen and Kirk Welstad. Laura Carley did not vote due to a conflict of interest.
Maher, Tonia
Ms Maher's license application was brought before the board due to her background check. A motion was made by Laura to issue an initial, two-year license. Second by Neil. Motion carried. Board members who were in agreement were Amy Benz, Laura Carley, Pam Cronin, Kathy Kiedrowski, Dean U. Koppelman, Marianna Malm, Neil Nordquist, Dan Vainonen and Kirk Welstad.
Underwood, Michael
A motion was made by Kirk to have Janet ask for additional information regarding the 1989 charge, which Mr. Underwood did not address in his written response. Second by Marianna. Motion carried. Board members who voted yes were Amy Benz, Laura Carley, Pam Cronin, Kathy Kiedrowski, Dean U. Koppelman, Marianna Malm, Neil Nordquist, Dan Vainonen and Kirk Welstad.
Schaffer, Stacy
A motion was made by Kirk to table any board action until St. Anne's School Board has made a decision. Second by Dan. Motion carried. Board members who were in agreement were Amy Benz, Laura Carley, Pam Cronin, Kathy Kiedrowski, Dean U. Koppelman, Marianna Malm, Neil Nordquist, Dan Vainonen and Kirk Welstad. Mr. Schaffer is on administrative leave.
Tebbenkamp, Marla
A motion was made by Amy to start disciplinary action against Ms.Tebbenkamp's teaching license and offer an informal settlement agreement of a $250 fine. Second by Marianna. Motion carried. Board members who voted yes were Amy Benz, Laura Carley, Pam Cronin, Kathy Kiedrowski, Dean U. Koppelman, Marianna Malm, Neil Nordquist, Dan Vainonen and Kirk Welstad. Ms. Tebbenkamp at is employed Grace Lutheran School in Fargo. NDCC 67.1-01-01-03
Norton, David
A motion was made by Pam to start disciplinary action against Mr. Norton's teaching license and offer an informal settlement agreement of a $250 fine. Second by Marianna. Motion carried. Board members who voted in favor were Amy Benz, Laura Carley, Pam Cronin, Kathy Kiedrowski, Dean U. Koppelman, Marianna Malm, Dan Vainonen and Kirk Welstad. Neil Nordquist did not vote due to a conflict of interest. Mr. Norton was employed at Bishop Ryan High School as a physics and chemistry teacher. NDCC 67.1-01-01-03
Jensen, Julie
Janet informed the board that Ms. Jensen's hearing will be rescheduled.
The conference call ended abruptly at 2:15 pm due to technology failure .

Friday, January 16
12:00 noon
The board meeting reconvened at 12:00 noon. Board members available via conference call were Laura Carley, Pam Cronin, Dean U. Koppelman, Neil Nordquist and Marianna Malm. Board members who were not available for the conference call were Amy Benz, Chris Douthit, Kathy Kiedrowski, Dan Vainonen and Kirk Welstad.
No motions were made by the board on this day.
Janet informed the group that the Administrative Rules/Standards hearing is scheduled for February 9 th and the deadline to receive any written comments is March 18 th .
It was suggested that the June retreat be held in Bismarck at the 7 Seas or the Harold Schaffer Leadership Center at the University of Mary. The office will research the suggested meeting places.
Neil informed the group that the North Dakota state institutions will be setting aside a Saturday to do free transcripts reviews due to the NCLB.
The conference call was adjourned 1:00 pm. The next board meeting will be on Thursday, February 12 th .
