License Change for Out of State Applicants

Effective July 1, 2011, the North Dakota 52nd Legislative Assembly amended the North Dakota Century Code 15.1-13-20 which allows new applicants who hold valid, current out of state licenses to apply for the North Dakota Other State Educator License (OSEL).

Applicants may contact ESPB via telephone 701-328-9641 or email espbinfo@nd.gov to request the application packet with Visa or MasterCard. Packets can also be requested in writing by mailing a request along with the $30 check or money order. ESPB requires the applicant’s name, address, date of birth, and social security number prior to mailing the application packet.

Once the application packet is received, the applicant would complete the application form (SFN 9019), submit the applicable license fee (see paragraph below for license fee), submit official transcripts, and complete the fingerprinting process. The applicant would send the Confirmation of Other State Educator License form (SFN 59945) to the state agency where they currently hold a valid license for completion.

If the applicant has held a valid out of state license less than eighteen months they would apply for the $70 two year OSEL. If the applicant has held a valid out of state license longer than eighteen months they would be eligible for the $175 five year OSEL.

Note: If the applicant does not hold a valid, current license from another state, they would apply for the Out of State Reciprocal License and would require a transcript analysis.
