Q. What is the ReliaCard Visa?
A. It's an electronic payment card issued by U.S. Bank. Support payments are deposited to the card after they are processed by the State Disbursement Unit.
Q. Is it a credit card?
A. No. Unlike a credit cards there is no line of credit, you simply access the funds made available to the card from
your support payments. It is accepted at millions of locations just like a Visa card.
Q. How do I qualify for the card?
A. No approval is required. You will automatically receive the card if you do not choose to have your support payments directly deposited into a checking or savings account?
Q. Do I have to have an existing account with U.S. Bank or any other bank?
A. No.
Q. What do I do after I receive the card?
A. You must call U.S. Bank ReliaCard customer service to activate your card. The phone number for ReliCard customer service will come with the card. The card cannot be used until it is activated. You will also choose a PIN (Personal Identification Number) at that time.
Q. Who can I contact if I have questions about the card?
A. For questions regarding support payments, such as when you received the last deposit to the card and for how much, you should contact Child Support Enforcement at 1-800-231-4255 or visit our web site at www.childsupportnd.com Once you get the card, if you have questions, ReliaCard customer service is available 24 hours a day, 7 days a week. The number will be listed on the back of your card.
Q. Are there fees associated with the card?
A. Yes, a list of fees is disclosed to you when you receive your card. There may be fees associated with ATM transactions but there is never a fee for getting cash back on purchases. You will also be assessed a fee if the card becomes overdrawn or a replacement card needs to be issued. Once you receive your card, carefully read the information that comes with it, including the cardmember agreement that contains important information regarding fees and uses of your card.
Q. Will I receive a monthly paper statement in the mail from U.S. Bank??
A. Yes. You will also be able to view your current transaction history and past statements online at www.reliacard.com.
Q. Can Child Support Enforcement view or track my transaction activity?
A. No. For privacy reasons, U.S. Bank does not share card account numbers or transaction details. However, for reconciliation purposes, Child Support Enforcement does have access to the amount and date deposits are made to an individual card.
Q. How do I ask for an Exemption?
A. Certain conditions may exist which would exempt you from being required to use the ReliaCard such as physical and mental disabilities, language barriers, and reading difficulties. Our exemptions include not having an ATM or financial institution within 50 miles from your home and being unable to open an account for direct deposit, or that you have a court-appointed guardian or bankruptcy trustee overseeing your child support account. If one of these exemptions apply to you, contact the Direct Deposit Unit at PO Box 7007 Bismarck ND 58507 to request an exemption.
