Opportunity to participate consists of providing households with an EBT card or having card issuance available for households to obtain their benefits.

 

Households must be afforded an opportunity to participate within the 30-day or expedited processing standard. In order to afford households the opportunity to participate within these timeframes, the household must be issued an EBT card at prescreening or at the time of interview and have their benefits authorized no later than the 29th day or within the expedited processing standard if all required verifications have been provided by the 29th day or within the expedited processing standard. This allows for the benefits to be deposited into the EBT account and available to the household the following day.   

 

Ongoing cases must be authorized by the last day of the month so benefits are available to the household by the 1st day of each month.
