Public Safety Mobile Radio Communications Project (PSMRC)
Project Status
All equipment for the PSMRC has been installed since Dec. 13, 2006. The entire state radio system is now operating on the new network, running in the analog mode. The project is currently in the “acceptance” phase in which the system technicians continue to tweak and tune the system, as well as repair any known issues related to the installation. This acceptance period has progressed slower than originally anticipated due to winter’s ice and snow having created dangerous tower climbing conditions. Beginning in late April 2007, additional tower work will resume. Target date for finalizing this work and closing out the acceptance phase is July 2007.
Executive Summary
The State of North Dakota currently utilizes an analog VHF radio communications
system for its state-wide public safety communications network. This system
is over 30 years old and is obsolete. At the same time, the FCC has mandated
that by the year 2013 public safety system users begin broadcasting on “narrowband,” a
condensed frequency schema designed to accommodate more signal in the same
spectrum. The State has opted to leverage a digital radio system as part
of its plan to break out of obsolescence and to live up to the Federal
narrowband initiative.
This project is the migration of the State’s mobile radio communication
system to a digital-capable network utilizing newly procured hardware,
software and other related systems and material.

In this project there are many stakeholders, and they are geographically dispersed throughout the state of North Dakota. In order to provide centralized and authoritative information regarding the status of the PSMRC, the Bismarck-based project team will keep this site updated with current information, including background documentation, schedules and project status reports.

Status Reports
Status reports are issued by the project manager every Monday to coincide with the Mobile Communications Committee (MCC) meeting. If an MCC meeting is cancelled, a status report will not be published that week. Radio Coverage Area Maps
The maps below represent estimated radio system coverage areas that were determined by Motorola utilizing a software tool that predicts coverage, models traffic, analyzes interference, plans channel re-use, and performs other radio system design tasks. To create the coverage models, this tool considers factors such as frequency, distance, transmitter power, receiver sensitivity, antenna height, antenna gain, variations in terrain, signal obstructions such as vegetation and buildings, ambient noise, and interference.

The State’s Motorola contract guarantees equal or better coverage with the new radio system compared to the coverage that exists with the old system for mobile voice and data communications.
