L253 - Introduction to Environmental/Historic Preservation Laws Course

The ND Department of Emergency Services (NDDES) in association with the Federal Emergency Management Agency (FEMA) and the Emergency Management Institute (EMI) will host a three-day introduction to environmental historic preservation laws course, August 1-3, 2012 at the Ramkota Inn of Bismarck. The course starts day one at 8:30 a.m. and ends day three at 3:00 p.m.

This classroom based training is an introduction to federal environmental and historic preservation (EHP) requirements and FEMA's responsibility under those requirements, but is designed for a wider audience, including non-disaster programs and grant applicants. All federal grant activities that may impact the environment or a historic site require an EHP review. At the completion of the course, participants should be able to demonstrate a basic understanding of the EHP review processes, identify their roles/responsibilities in the process, identify activities that trigger EHP review, provide accurate and complete project descriptions for EHP review, and recognize key EHP issues and how to account for them in project development.

The primary audience for this course is local government officials that have the responsibility to develop and/or execute successful hazard mitigation grant applications, field exercises, or other activities that may impact the environment or a historic site. Participants include personnel of local jurisdictions, tribal governments, and Private Non Profit (PNP) organizations that are eligible applicants for Unified Hazard Mitigation Assistance grants (HMA); state mitigation staff responsible for assisting HMA sub applicants; FEMA employees who assist State mitigation staff and/or who are responsible for reviewing HMA applications and/or monitoring HMA grant awards.

Course participants must pre-register for this course, registration deadline is July 20, 2012. Course is restricted to 40 participants. All course materials will be provided for participants. There is no cost for the workshop.

A block of rooms is being held at ‘state rate' until July 2, 2012 at the Ramkota Inn of Bismarck. Reservations can be made by calling 701.258.7700. Course participants may submit a request for reimbursement of per diem and hotel costs at state rate. Mileage or incidentals will not be reimbursed.
