2009 Snow Removal Assistance Program

Governor Hoeven declared a snow emergency on January 22, 2009, ordering state funds be made available to assist local jurisdictions.
- Initial amount set aside is $1.5 million
- Assistance is for snow removal costs incurred from January 1, 2009 until the end of the winter weather.
- Local jurisdictions must pay the costs first; then request state reimbursement.
- Townships should be rolled up into the county numbers. Cities may be considered separately.
Prerequisites for participation:
- Counties must meet a threshold snow depth of 400% of normal
- Must have declared a snow emergency in the county
- Must have spent over 200% of the five year (2004-2008) by-month average since January 1, 2009
Once prerequisites have been met, the state will enter into a cost-share agreement as follows:
- Counties and rural communities with populations under 5,000 will be reimbursed for 50% of snow removal costs in excess of 200 percent of the jurisdiction's five year average cost for snow removal.
- Cities with populations greater than 5,000 will be reimbursed for 25% of snow removal costs in excess of 200 percent of the jurisdiction's five year average cost for snow removal.
- Qualifying expenses include contractors, equipment rental, expenses, National Guard costs (only applicable if no contractors are available in the area, i.e. Mountrail County).
- All NDNG or NDDOT resources must be requested through the state EOC.
- NDDES will conduct spot checks on accuracy of county records.
