Single Parents and Displaced Homemakers: Special Populations

Single parents and displaced homemakers are considered "special populations" under the Carl Perkins Act of 1998. A single parent is an individual who is unmarried or legally separated from a spouse, has legal responsibility for a minor child or children, or is pregnant.

A displaced homemaker is a person who has worked primarily without remuneration, caring for home and family, and for that reason has diminished marketable skills; has been dependent on the income of another family member or public assistance, and no longer receives that income. Displaced homemakers are unemployed or underemployed and experience difficulty in obtaining or upgrading employment.
