Governance and Management
ND-CJIS is an enterprise architecture that puts in place a statewide framework of people, processes, data, standards, and technology focused on providing accurate and comprehensive data to the criminal justice community in the State of North Dakota. It provides the means to put "the right information in the hands of the right people at the right time and in the right place" .
The ND-CJIS integration effort is not one single project, but incorporates many projects that are being developed by ITD and criminal justice organizations throughout North Dakota. The integration architecture is driven by local operational needs and uses standards that will support the exchange of data across existing and developing systems.
The enterprise architecture consists of five models that, together, define the elements required for successful integration.

Vision
Improve public safety by providing effective and efficient justice policies, processes, and information systems required to capture and share complete, accurate, and timely information in support of program operations and informed decision making across jurisdictional and organizational boundaries statewide.
Organization
The ND-CJIS solution for an integrated criminal justice information system creates a system of links rather than a large, independent computer system. This solution requires a significant organizational integration in order to manage effectively the design, construction, implementation, and ongoing management of the enterprise. The organization model of the ND-CJIS architecture establishes executive leadership at both the state and local levels of criminal justice. Integration requires nontraditional governance solutions to ensure that a new balance between agency autonomy and countywide integration is achieved. The ND-CJIS governance structure fosters and directs coordination across all branches of state government, and across federal, state, and local jurisdictional boundaries.
Business Process
The ND-CJIS business process model initiates an enterprise-wide approach to criminal justice by involving agencies in collaboratively reviewing their business processes and then re-tooling those processes to ensure that the needs of the entire enterprise are being met. This includes changing how various tasks are performed, who performs the task, and when the task occurs. Re-engineering also includes assessing the impact on the flow of criminal justice information that is part of the changing processes and establishing accountability for and ownership of the information.
Data and Technology
The enterprise architecture also defines a common language and framework to support information sharing and exchange via data standards, a data dictionary, and technology standards, principles, and guidelines. The standards will be uniformly implemented, enforced, and maintained throughout the integration process at both the state and local levels.
The CJIS Portal enables authorized criminal justice personnel to search the following information through a secure network: Criminal History, Parole and Probation Information, Offender Registration, Concealed Weapons, CWIS, Motor Vehicle, Driver’s License Records, Driver’s License Photographs and Protection Orders. In addition this system includes notification capabilities that facilitate the tracking of offenders for the criminal justice officer.
The Law Enforcement Records Management System (LERMS is a centralized web based Law Enforcement Records Management System available to North Dakota Law Enforcement. The system allows electronic storing and sharing of case reports. It provides automatic checking for IBR/UCR errors before electronically submitting them to the Bureau of Criminal Investigation’s Uniform Crime Reporting office.
The State’s Attorney Records Management System (STARS) is a statewide system offered to State’s Attorneys to automate business processes, enable work flows and allow information sharing with other agencies. The system allows electronic storing of case documents and reports. It provides electronic prosecution and disposition reporting to the Bureau of Criminal Investigation (BCI).
